C IT Y OF REXBURG America's Family Community City of Rexburg Annexation 1. On April 6, 2017, Rod Jones presented to the P&Z Coordinator an application and request for annexation and rezone for the property located at approximately 20 S. 12' W. The zone change request was to retain the existing zone in tract 1 RRl. A parcel of 250' on the northeast corner of the property is being rezoned to Community Business Center (File # 17 00211). 2. June 1, 2017, Rod Jones presented to the Planning & Zoning Commission the request for the Annexation and Rezone for the property located at 20 S. 12'h W. Motion to recommend approval carried. 3. July 5, 2017, The City Council held a public hearing for the Annexation and Rezone at approximately 20 South 12" West and changed the zone from Rural Residential 1 (RR1) to Community Business Center (CBC) for the east 250' as described in the legal description; the rest of the parcel remains rural Residential 1 (RR1). Motion to approve and first read the annexation and rezone was carried. July 19, 2017 Council was recommended to suspend the rules. 2" and 3`d read. Comprehensive Plan Map Amendment 4. On June 13, 2017, the Ringels presented to the Rexburg City Planning & Zoning Coordinator a Request to amend the current Comprehensive Plan Map (File #17 00323) to change from Commercial to Low -Moderate Density Residential, for the Ringel parcel of approximately 25 plus acres less a strip of land 250 feet wide adjacent to 12`h West and Hwy 33 in the City of Rexburg. 5. On June 15, 2017, the City Clerk sent the Notice of Public Hearing to be published in the local newspaper for June 30 and July 18, 2017. A notice was posted on the property. 6. On July 20, 2017 Rod Jones presented the Comprehensive Plan Map Amendment request to the Rexburg Planning & Zoning Commission to change from Commercial to Low -Moderate Density for the property on 20 S. 12' W. less the 250' commercial strip adjacent to 12' W. and Hwy 33 for the property of 20 South 12' W. MOTION: Rory motioned that we approve the recommendation to change the comprehensive plan map because the request fits with the surrounding neighborhoods and it seems to fit with the intent of the City's layout over the next several years. For those reasons, I recommend we approve the request. Darrik seconded the motion. VOTE: Favor: Heidi Christensen, Mark Rudd, Melanie Davenport, Rory Kunz, Gil Shirley, Darrik Farmer, and Kristi Anderson None opposed. Motion carried. (Comprehensive Plan Map Amendment) — Continued 7. On August 02, 2017 at City Council, City Planner Rindtisbacher explained that the previous annexation that was approved now needs an approval for a comprehensive plan change. This is recommended by Planning & Zoning. Council Member Flora expressed that traffic is a concern at the Main Street and freeway exits. Director Davidson said ITD (Idaho Transportation Department) has hired Horrocks Engineers to look at the interchanges. ITD ranks each area in the state to determine which problem areas to work on first and our interchanges because of non -severe accidents, did not rank very high. It will be about seven years before the state gets to our interchanges. Council Member Flora asked how we should proceed. Director Davidson said we need to talk to our state legislatures. The more we talk to the state and express concerns the faster they will look at it. Council Member Flora asked Planner Rindlisbacher if we will implement the traditional grid system on this Ringel property. Mr. Rindlisbacher said they will encourage it. Council Member Wolfe moved to approve Resolution 2017 — 09 Comprehensive Plan Map change for the Ringel property (approximately 25 plus acres less a strip of land 250 feet wide adjacent to 12th West) located at approximately 20 South 12th West; Council Member Busby seconded the motion; Discussion: Council Member Mann encouraged Director Davidson to lower the speed limit on West Main Street from 45 MPH to 35 MPH in front of the new Maverik.
