The Design Review Committee is composed of a P&Z Commissioner (Rory Kunz), a City Council member (Sally Smith) or the Mayor, and a professional from the community (Jedd Walker). Several
other individuals serve on the committee as necessary. The Committee may meet if there is a development issue that is non-conforming or differs from the Design Standards requirements
that are stated in the City of Rexburg Development Code Ordinance No. 1115. The purpose of the Design Review Committee meeting is often to reach an amicable compromise for the applicant
and the community.
The subject property is on 405 W. 1st N. and is zoned High Density Residential 2.
The reason for holding this Design Review Committee meeting is as follows:

Aesthetic Character
a. Facades and Exterior Walls
INTENT: Facades should be articulated to reduce the massive scale and the uniform, impersonal appearances of commercial buildings and provide visual interest that will be consistent
with the community’s identity, character, and scale. The intent is to encourage a more human scale that residents will be able to identify with their Community. The resulting scale
will ensure a greater likelihood of reuse of structure by subsequent tenants.
STANDARD: Developments with façade over 60 feet in linear length shall incorporate wall projections or recesses a minimum of 2-foot depth and a minimum of 8 contiguous feet within each
60 feet of façade length and shall extend over 20 percent of the façade. All sides of a structure clearly visible from a public street, public way, or any facility or parking lot used
by the general public shall be so treated. Developments shall use animating features such as arcades, display windows, entry areas, or awnings along at least 60 percent of the façade.
Approval of what is planned can come from this Design Review Committee.
Jackson said that 18 rooms are being added in with the new building, and the kitchen will receive and upgrade to handle the additional residents. Reasons for the addition’s 8-inch bump
outs were that the builders wanted to meet minimum setbacks. The bump outs mean the plane is not quite 2 feet deep. Jedd said not to worry about those 2 feet as the development code
is arbitrary with the 2-foot requirement.
Design Review Committee Minutes -
Rory Kunz – begins by reading the meeting agenda. Sally Smith representing the council, Jedd Walker representing a member of the community, Rory Kunz with P&Z.
Jackson – Sends regrets from Dave Thueson. Talks about Homestead Assisted Living, and its existing conditions. Bldg 4 is the 3 story building on Main. Talks about independent living
next to assisted living (Cottages). Talks about the full range that Homestead provides for the seniors living there. Filled up in less than 90 days (42 rooms) when first opened. Showing
the lot where they are going to add to building 3. Adding an additional 18 rooms to the building, along the canal. Trying to serve different levels of residence, building a more affordable
wing. Going to add additional parking stalls along the addition, keeping the main entry at building 3. Also going to upgrade the kitchen to handle the additional residents. The addition
has bumpouts (8in), so the plane is not quite 2ft deep. They’re only 8in deep on the bump outs because they wanted to meet minimum setbacks. Dormer windows on both sides of the building
to allow for greater lighting on the inside “Great Hall” area.
Jedd – development code is quite arbitrary when it talks about the 2ft. No need to worry about the bump outs.
Rory – the roofline on the Homestead is perfect because it keeps people from looking at a flat black roof. The design breaks it up and gives it a good feel.
Jackson – showed the 4th page of the pdf that showed how the building ties into the existing structure.
Sally – question about the Cottages. Can they get in and out of the garages there?
Brandon – some of the tenants have cars, some don’t, he can get his pickup in there. Says Dave has been intentionally placing people with small cars or no cars in those spaces to compensate
for that. The building has a guardrail to prevent damage from people backing in and out. Room across the street for more cottages.
