I have reviewed the drawings to the Thomas E. Ricks Education Building and have the
following concerns:
1. Prior to the construction proceeding, we would like to meet with representatives from
the Contractor, the Special Inspection firm that has been picked for this project and
BYU-I. In this meeting we would like to discuss the schedule, the individuals who
will be performing the special inspections and the type of inspections anticipated.
2. The Code states that "Prior to Commissioning of Mechanical Systems they shall be
both inspected and tested beforehand", and that "Approval for commissioning will be
secured from the Building Official prior to operation". The purpose is to eradicate the
process of "testing systems by commissioning them". Let me know if you see any
problems with meeting this criteria.
3. After discussion with our Mechanical Inspector, Bill Hamlin, he has informed me that
BYU-I is developing a QC/QA program as per the 2000 International Building Code.
It has further come to my attention that the college desires this item to be classified
under the Code as a "Deferred Submittal". We will operate under this premise unless
instructed otherwise by your office.
4. I have attached a copy of the Fire Department Review to the back of this document.
