I have reviewed the drawings for the Mark Austin Building Phase 2 and have identified the
following discrepancies or questions:
1. How is handicapped parking being addressed? The new addition identifies 176
new occupants and would require at minimum an additional 44 parking spaces.
The ADA Standards for Accessible Design Section 4.1.2 requires that 2
handicapped parking spaces. be provided. These spaces should be close to the
building and located off an accessible exit and route.
2. Section 1103.2.3 of the 1997 Uniform Building Code (UBC) requires that 50%
of all entrances be handicapped accessible. With, the addition, the entire
building has 5 main entries and many more entrances out of individual rooms.
The new configuration would require at least 3 accessible entrances. Section
1104. 1.1 of the UBC states "When more than one exit or exit -access door is
required from any accessible space, each accessible space shall be served by not
more than two accessible means of egress". In order to meet the requirements
of this section of the code, the existing building's handicapped exit must be
used. This puts additional weight on the need to review the entire building's
egress system to today's code and therefore, drives the need for 3 handicapped
entrances versus the 2 shown.
3. The code compliance page identifies the woodworking lab's exits serving 89
occupants. The two exits required are too close to comply with the '/2 the
diagonal distance rule. The woodworking environment combined with a
finishing room creates an egress concern. An outside exit to this room is
needed.
4. Sheet S501 does not contain Detail D5 as identified on Sheet S 1.01.
5. Are existing hallways constructed in a manner to allow them to be used as
corridors by today's code?
6. Stair sections identify 10" runs or treads. Section 100 1.3.3 of the UBC
requires a minimum stair run of 11".
7. Please see the Fire Department review that I have attached to the back of this
document.
