BOX 280 12 NORTH CENTER STREET REXBURG, IDAHO 83440 PHONE (208) 359-3020 FAX (208) 359-3022 A question has arisen regarding the installation and hard -wiring of smoke detectors in the fire damaged building (Building '#4) housing apartments 115, 116, 214, and 215. The City had agreed that the addition of smoke detectors in the individual bedrooms could be postponed in buildings 1A, 1B, 1C, 2 and 3. This is not the case in building 4. Sec.310.9.1.2 "Additions, Alterations or Repairs to Group R Occupancies" requires the addition of smoke detectors in the individual bedroom as part of the repair work. There are separate evaluations from: (1) State Electrical Inspector for Electrical Code Items, (2) City Fire Marshall regarding Fire Code Items, and (3) City Building Official for Uniform Building Code Items. These evaluations cover the four main apartment building. These buildings are shown on the enclosed map as Building 1-A, I -B, & I -C, Building 2, Building 3, and Building 4 which is the building that just had the fire. The two houses were not inspected or evaluated. It is our understanding that you want to bring these apartment buildings up to the various code standards. As soon as you have had a chance to read this material, we would like to meet with You to learn of your schedule for these improvements. East in Rexburg, Idaho was conducted on this (late and that as nearly as could be determined, was found to be in compliance with the Uniform Fire Code and ordinances of the City of Rexburg that are presently in effect, with the following exauptions: Sec. 901.4.4 Post address on the front of the Jbuildin:. minimum of 20 feet wide with a turn_ aroun it would be over 150 feet and a dead end. Sec. 1107.1 The venting from gas ap 1p iances needs to be checked_ Some pipes were dented and some pulled loose with screws missing. Some lacked the Kroper clearances nne vent u_n_thu new complex, second from the west was missing. This could be a potential source of carbon monoxide poisoning as well as --a-fire. If circumstances require it may need to be more frequent. Inspection shall include at least the following items: (a) Located in designated place. (b) No obstruction to access or visibility. (c) Operating instructions on nameplate legible and facing outward. (d) Seals and tamper indicators not broken or missing. (e) Determine fullness by weighing or "hefting." (f) Examine for obvious physical damage, corrosion, leakage or clogged nozzle. (g) Pressure gage reading or indicator in the operable range or position. Maintenance shall include a through examination of the three basic elements of an extinguisher: (a) Mechanical parts, (b) extinguishing agent, and (c) expelling means. The owner could preform the inspection procedure with proper training. ' I would recommend that you have an outside source preform the maintenance of your extinguishers. The 1994 UBC. states in sec. 310.9.1.4 Location within dwelling units. In dwelling units, a detector shall be installed in each sleeping room and at a point centrally located in the corridor or area giving access; to each separate sleeping area. When the d'welli„y unit has more than one story and in the dwellings with basemeVs, a 4000"L shall be installed on each story and in the La�vmwnt, in dwalling wits where a story or basement is split into two or more levels, the smoke detector shall be installed on the upper level, except that when the lower level contains the sleeping area, a detector shall be installed on each level. When sleeping rooms are on an upper level, the detector shall be placed at the ceiling of the upper level in close proximity to the stairway. In dwelling units where the ceiling height of a room open to the hallway serving the bedrooms exceeds that of the hallway by 24 inches or MOLe, smoke detectors shall be installed in the hallway and in the adjacent room. Detectors shall sound an alarm audible in all sleeping areas of the dwelling unit in which they ars: located. Some of your smoke detectors are very poorly located, i would recommend that you relocate them using Lhe'UBC section to provide better warning. Avoid the dead air spaces that wa discussed (six inches clown or out). The smuke detectors need to be tested at least monthly. You should usa a test smoke and not just the test button. Batteries need to be replaced yearly.
