IA � ' 1j\7 • I'm tired of government forcing me to bow down to their ideas of what's good for me. Only I know what I want from the American Dream, and that I want from the future, right or wrong, and so does my neighbors. I don't need government telling me what ruler; 1 have to follow, and that the American Dream has stringer attached. It has always been individuals, and not interest groups that has made America great in the past, if we continue to hold -back the individual, we hold back: America, and threaten it's very existence. What I want to know then, with the plan•that you area proposing, can you guarantee that the people of Madison County will be treated constitutionally, and that their individual r:ight..n as property owners will be protected as written in the Constitution? ' ;.r cam; •'. ; , • I. �\ f , ' 1 i v• I Ken Anderson - 2908 South 2000 West There are a few things that need to be answered in regard to liability of those who might move to establish zoning in the county. In the event that people suffer devaluation or loss in the sale of their property due to restrictive zoning ordinances, will the city or the county have set into place a system for reimbursement? If the county has to pay for it, then am I to assume, even though I do not reside in the proposed zoned area that my tax dollars will be used for this financial obligation? Is the city of Rexburg willing to take this responsibility by themselves and not try to hold the entire county liable? Are the people inside the zoned area who's property would come under the zoning, pay for reimbursement to those who suffer financial losses? In the event those who have placed this into effect who have taken an oath to uphold the constitutions of the united States and the State of Idaho and are found in violation of this oath, are they willing to personally accept responsibility? Because as I understand it the bonding companies that insure this county and its officials are not held responsible and legally the individual would be on his own to make restitution for losses. Can this be make clear to all before action is taken. As I have understood it, that if it is the county that zones, then we have zoning in place that would allow the commissioners and zoning board to spread zoning where ever they wish throughout the rest of the county. Is this the case? I am deeply concerned about our individual rights to own and control our property being unfettered by people who have no financial risk. There is a good solution to all this and it is called RESTRICTIVE COVENANTS, put-. into place by property owners themselves. It is there before a person purchases property and is willing to abide by them. It is not imposed after the fact by disinterested parties. If zoning were to occur, it would involve all of us who now own property and this of course is after the fact. We just can't move away from it. It is also my understanding that if zoning is put into place there is no provision in present law to withdraw from it. This is, to say the least, disturbing. Is one of the purposes of zoning to enable city and county governments as well as private concerns to have easier and greater access to government grants and funds? If so we are following a policy of, if we will go into debt, they will help us get in deeper, because there are not funds available except the government borrow from banking concerns, with interest now consuming a good share of our taxes, and no relief in sight. (This is the federal Reserve System that is privately owned primarily by foreigners.) I think we all have great cause for concern and should be working to make government smaller not larger. I appreciate all of you listing to me and hope the concerns I have express will not be taken lightly and that answers can and will be given before Planing and Zoning are put into place and we later have reason to regret it. I would say that the Constitutional Rights set forth by the Founding Father and the right to own and control property be the first and foremost concern.
