Initiative SC.r - Neighborhood Revitalization with Habitat for Humanity Proposed Lead(s) St. Anthony & Ashton Project Source Plan Appendices C.1 & C.2:8.3 he housing srrveys performed fot the fout Teton View counties showed that between 77oh and 77o/o of all occupants consider their homes to be in fair to poor condition, depending on the county. In Ftemont County, whete homes are genemlly older, 30oh of the very low-income households have indicated the need for multiple tepairs to make their homes livable. To addtess this need, a multi-year Neighborhood Revitalization Initiative (I.{RD is being proposed with the Idaho Falls affrliate of Habitat for Humanity. Habitat completed its first build in Ashton in 2073 and envisions an ongoing relationship with the community in financing new home construction and "got" tehabs of existing homes. Undet this initiative, new NRI ptojects would be launched in both Ashton and St. Anthony over the next year, dependent on funding. The focus in St. Anthony would be a 3 x 12-block area in the $7est Main Street neighborhood whete street imptovements are scheduled for TO ACCESS ALL PLAN DOCUMFNTS: WWW. In addition to a home rehabilitation, several "A Brush with Kindness" volunteer projects are proposed that would involve extedor p^inting, landscaping and minot repair of eligible homes. It would include monitoring the safety and tnffrc flow results of the intetsection imptovements made by City of Victor rn 2074, and sharing those metrics as tfre city directs. The project could assist with installation of the selected wayfinding signs not only in Driggs, but in communities like St. Anthony that is moving forward vrith stteet/sidewalk improvements along West Main Steet ln2016. Initiative SC.4 - Main Street Matters: Downtown Revitalization Proposed Lead(s) City of Ashton ProjectSource AppendicesF,.2,B.3 his initiative would encourage andf or enable the region's small cities to: Be active memberc of the Idaho and/ or National Main Street programs Coordinate with the State Historic Presewation Office and local historical societies to make adaptiwe re-use of historic buildings. Historically, neither local chambers of cofirmerce nor economic development entities have been able to firlly implement the resulting plans or sustain their progams. Some plans have emphasized recruiting businesses from the outside to secure bettet-paying jobs; others have ptomoted means to support businesses alrcady in place with the expectad.on of new jobs through expansion. This initiative would employ both approaches and pursue joint strategies where feasible to improve the region's overall economic ,.it"Iity. O R G each community's assets and amenities coopetatively promoted - Use the Teton View Regional Plan as a CEDS-equivalent for seeking EDA gants Initiative SC.6 - Our Rural Schools Challenge Proposed Lead(s) Teton and Ftemont counties Project Source Appendices C.7 8.28.3 he ability to attract new businesses and residents is dependent on a sftong school system and diverse educational oppotrunities for all students, including those with limited English proficiency. This project would involve working closely vrith the two rwal school districts and those providing vocational services to: - Ensute all districts have the necessarv resoufces to meet the needs of th; increasing Hispanict'raino population, including limited English proficiency courses and parent cornmunication and outteach - Address the capacity issues currently facing the junior high school in Driggs and other Teton Co. schools - Evaluate the potential for a charter elementafy schoolin the Island Parkateaas an alternadve for K-5 students who must curently dde the bus between 17-50 miles each way to attend Ashton schools - Offer more online workforce training and post-secondary courses to those in rural communities - Create an apprenticeship progtam that meets actwal community needs. One idea would be a "Circuit Rider" program for youth pursuing IT careers to design websites for small businesses in this area STAYING THE COURSE (continued) Focus on Teton Valley Project SC.7 - A Teton Valley Housing Authority It is proposed that a reconsdtuted housing authodty take the lead on pursing the following objectives in Teton County, ID: - Identift suitable land fot new multi-family housing - Enact fee waivers and/or modi$' existing incentives fot affotdable housing - Develop entry-level homeownership oppotunities - Putsue self-help housing with Habitat for Humanity or other similar programs - Develop rental apartments and encourage deed-testricted accessory rental units - Encouragetransit-odenteddevelopment, Project SC.8 - Code Updates for Fair Housing Compliance Undet this project Teton County would modiSr its eroup home provisions to provide consistency with Idaho state law and modi$r its cuffent tequirement for a conditional use permit. The cities of Ddggs and Victor, while incorporating the state definition in their codes, still require a conditional use permit or special use process for approval that should be reviewed for firll compliance with state law. The code updates in this project should also allow fot smallet lot sizes, revised accessory unit standatds and smaller scale housing. The county needs more multi-family housing stock and more affordable units near town and seryices that could be encouraged through adoption of the new Teton Valley Development Code. O R G Focus on Fremont County Project SC.g - Code Updates for Fair Housing Compliance To diversity the housing stock in these cides, densities would be revievzed fot attached units, such as townhomes or small duplex or four-plex homes. St. Anthony also could incoqporate gtoup home provisions pursuant toIC 67-6537 into its development code. Project SC.ro - Mobile : Integrated Health Care This project would upgtade the Fremont County, cadre of volunteet EMTs to a more professional, paid level to bettet staff its clinics, imptove communication systems, and identi$t patientin-home care needs. Formal agreements would need to be negotiated urith the three community clinics, public health offices and the large hospitals in Rexburg and Idaho Falls that ^ccept most patient transpofts. Project SC.rr - Building Cornmunity across Fremont Co. A project of this nature could help build trust and foster positive feelings among the yeat- tound and seasonal residents of Fremont County. Actions could include: - Host a County Volunteer \feek - Fortn.a County-Wide Endowment Project SC.rz - Welcoming Sen iors This ptoject would encorrage more seniots to teside firll-time or seasonally ir all parts of Fremont County using two approaches: - Otganze the "Fremont Ambassadors".
