5:00 P.M City Hall – JOINT MEETING with the Planning and Zoning Commission.

Attending: Council Member Mann, Council Member Benfield, Council Member Busby, Council Member Merrill, Council Member Wolfe and Council President Smith.
Mayor Woodland asked to be excused.
Attending from the Planning and Zoning Commission: Thaine Robinson, Jedd Walker, Dan Hanna, Melanie Davenport, Bruce Sutherland, Gil Shirley, Mark Rudd, Steve Oakey, and Tisha Flora.
Policies and practices.
Council President Smith would like to meet with P & Z often to discuss what is happening. She would like to foresee problem areas and plan ahead before complaints arise.
Bruce Sutherland pointed out the neighborhoods are always changing. The first step is for the neighborhoods to approach Planning and Zoning first and planning and zoning should decide
what is best for that land use and make their recommendations and then the neighborhood should approach city council.
Scott Johnson brought up the light industrial areas need to be set apart . . . . Jerry Merrill mentioned an article that he had about and industrial area in Rupert that was planned for
in advance which made it possible for a trucking company to come into their city.
Council Member Wolfe asked about the issues that had come up with the business park area our by Artco. Light industrial doesn’t have a whole lot of say and maybe that should be lined
out better.
Val said that light industrial does have more leniency except for the corridors and buffer zones.
The areas next to the railroad tracks are hard to beautify, but Merrilll thinks some simple landscaping could be done.
Val said that he could draw up some new language that would require business to add some trees, etc.
Zolllinger posed the question, does the city want to start laying out their vision for the corridor next to Walmart or do we wait for a developer to do it. The planning and zoning needs
to set the zoning for those new areas.
Steve Oakey . . would like to make the terms of the zoning areas simple so anyone can understand.
Mann does not want to simplify it. He thinks having it like it is is best.
Melanie Davenport brought up an issue that will be brought up in p & z tomorrow. The apartment owners are bringing forth good ideas regarding the booting issues. She would like those
owners to meet with p & z and city council. Bruce asked why p & z would need to be involved. She said that they are looking at modifying parking and perhaps using more off street
parking.
Busby would like to meet with the owners. They will be here in March.
Sally wanted to discuss mixed use zoning. Mixed use 2 zones allow 4. 0 units per acre. Val explained that in the PEZ area we don’t care about density. Developers just get a conditional
use permit and building what they want. These area are supposed to be a transitional area between residential and commercial. Wolfe said that maybe the language needs to be changed
to say it can be mixed use or strictly residential or commercial. Val suggested giving those areas performance points. (Research Performance Space on the web) (look up MU1 and MU2
in comp plan)
Zoning allows the city to set what density will actually work with the infrastructure.
Robison said that the University stands in the way of some zoning changes. Eric Conrad would be the best liaison to communicate between the city and the university.
Val said MU2 can always go down to MU1 but MU1 cannot go up to MU2
Next joint meeting will be January 15th, 2015 at 5:30. Planning meeting the 3rd Thursday in January.
