Company Overview
Targhee Regional Public Transportation Authority (T.R.P.T.A) is a governmental entity under Idaho Code Title 40, Chapter 21, voted in by the people of Bonneville County in 1994. T.R.P.T.A
also took over the rural service that was previously provided by CART.
T.R.P.T.A operates 5 production buses in the Rexburg areas, which currently serves the St. Anthony, Teton, Sugar City and Rigby areas. In FY 2015, will resume demand response service
with scheduled demand runs to St. Anthony, unless fixed route service is requested.
T.R.P.T.A collaborates with human services agencies and business in the area such as E.I.C.A.P senior program and BPA recovery services to deliver transportation services. T.R.P.T.A
also partners with the United Way to provide transportation to agencies that help low income individuals such as Health and Welfare and Senior Centers.
Service / Demographics
T.R.P.T.A. operates demand-response system which provides door-to-door service or curb-to-curb service requiring prior day reservations by 4:00 pm. The rate is $3.00 each way. In FY
2014, T.R.P.T.A estimates it will provide 16,000 plus trips in the Rexburg, Fremont, St. Anthony, Sugar City and Madison County area.
Request
Each year during the Rural 5311 Grant Application process recipients are expected to submit “Letters of Intent” from their local entities and agencies who will contribute local match
towards the projects and strategies submitted in the Grant. This “Letter of Intent” must accompany the
grant application.
TRPTA’s FY 201 strategies for Rexburg include to applications:
A five (5) bus demand response service within the City of Rexburg and between the cities and St. Anthony, Sugar City and Teton. This is the current service.
A two (2) bus fixed route system with three (3) complimentary Paratransit/demand buses. This service will only take place is TRPTA is able to get bigger buses for the routes and approval
from the local government and community. If TRPTA is unable to get bigger buses, it will revert back to the five bus demand response service.
Total local match needed for (5) bus demand is : $118,859 (total cost of $374,700)
Total local match needed if there is a (2) route bus system is: $35,294 (total cost of $156,950)
Total local match needed if there is a (3) bus Paratransit/demand system: $$55,336 (total cost of $200,900). These two service go together for a total local match of $90,630 (total
cost of $357,850).
Impact
Historically, TRPTA has fully funded the Rexburg service with Medicaid revenue as match. Overall the last two years, the City has been a contributor to TRPTA’s local match. Changes
in TRPTA’s ability to provide service due to lack of funding will diminish the community’s ability to connect citizens to medical appointments, work and shopping opportunities.
Summary
The Rural 5311 Grant Application process has been completed and TRPTA grant for Rexburg service is in budget approval process. TRPTA is requesting $9000 in local match from the City
of Rexburg towards this service. However, local intent for Rexburg has not been given for the FY 2015 grant. TRPTA will need a “Letter of Intent” to support its service application
by Wednesday, March 19, 2014. Thank you so much for your past support.
