CTAA Technical Assistance for a Fixed Route System
This is the same study that Charles Dickson was talking about. No match
money is required. You just need a non-governmental entity to be the
applicant and CTAA will perform the fixed route study.
I just learned from Jeff Osgood at CTAI that they have submitted a
technical assistance application for the City of Salmon, so there may be
local competition or CTAA might combine the applications.
Also…yesterday TRPTA withdrew their application for fixed route service
in Rexburg, so Amanda should only be requested match for their demand
response service.

According to the attached application, no match money is needed in order
for the City of Rexburg to apply for a long-term technical assistance
project from CTAA. My position with Fremont County will allow me to
assist you with completing the application, but it is clear that the
City still needs a for-profit or non-profit partner to be the official
applicant on its behalf.
The Linx Board of Directors is meeting on April 2nd and would likely
entertain an official request from the City of Rexburg to have the Co-op
serve as the applicant; however, you may want to act more quickly and
have a local organization such as the Chamber of Commerce or the Madison
Economic Partners serve as the applicant. Please note that Charlie
expects to send the short-term assessment report by the end of March,
and that is likely why he is granting the City an extension for
submitting the long-term assistance application.

Hi Jan
Easy questions answered first. In order for Rexburg to apply for a long
term project they need to fill out the attached application. Please note
that this program is only open to for-profit or not-for-profit
organizations -- so the city will need to find a partner to actually
make the application. (the form states the deadline is March 7, but we
can extend it to April 4).
I will get you a final report by the end of the month. I am sorry I
can't come to Idaho Falls to deliver it in person on the 15th, I will be
heading to St. Paul that day.

It is hard to believe that three months have passed since you paid us a
visit here in Eastern Idaho. I am neck-deep in my new job with Fremont
County, and I must say it was a good move overall. I am living in my
Island Park cabin and watching the piles of snow slowly seep away…
I am attaching the text and maps of the Upper Valley Connector proposal
that the City of Rexburg wound up submitting for a 2015 pilot
demonstration. Together with City Clerk Blair Kay, our HUD consortium
members raised more than $30,000 in match funds to leverage $63,000 in
5311 funds for acquisition of services and marketing this new start.
Called the Upper Valley Connector, it will be a 100-day summer
demonstration project from June 1-September 8 that connects Rexburg,
Teton Valley and Jackson twice each day, seven days/week. Most
important, if funded, it will connect twice daily with the north-south
Salt Lake Express service to West Yellowstone and points north. This
was a HUGE step for Rexburg as ITD ruled that Linx was not eligible to
serve a 5311 applicant. Rexburg also will be requiring the new Super
Walmart to serve as the major transit center near the North Rexburg
interchange, which will nicely accommodate a passenger waiting area and
intercity transfers once constructed in late 2015.
The bad news is that WYDOT turned down our 2014 Intercity Bus
application because of incompatibility with FTA requirements (too many
riders getting on/off inside the park). Because of inadequate support,
Linx has ended its pilot demonstration inside Yellowstone Park and will
not be running the service in 2014. Despite our financial losses with
the pilot, the co-op providers still want to press on, and several will
be writing off their losses to help make a fresh start. New folks have
stepped into officer positions to join Arthur, who is willing to remain
as President. I am assisting the group one day/week using grant funds
from the Montana Co-op Development Center, and the expectation is to
revamp the business plan and re-launch the website and services without
Yellowstone operations draining the organization.
The public review draft of the Multi-Modal Plan for the 4-county region
was completed in January and it is posted online as is until March 28.
I would very much like to integrate your final report into the Plan as
I’m sure your recommendations would strengthen the discussion about
building an integrated public transportation system. I also would like
to know the details of how I can help Rexburg apply for a CTAA long-term
technical assistance grant for 2015 as they will soon be ready to
discuss a fixed-route system for the future. Any suggestions for how
Linx can secure funds for a new regional trip planner/online ticketing
system would also be welcome.
In addition to the 5311 grant application, I’ve attached your remarks
that I summarized as a draft to distribute to the City Council in
January. I know that things seemed pretty dismal when you visited in
December, but many of us remain optimistic about the future of Linx
despite our ongoing financial challenges.
We’d sure appreciate your final report as soon as feasible Charlie. If
you’d like to deliver your short-term technical assistance report to the
Linx Board in person, our fourth annual meeting is set for Jackson on
April 15th.
