Idaho 83406 Subject: 4 -plcx structural observation 121 South 2 West #7 -10 Rigby, Idaho 83442 Dear Colin: On August 12. 2011 1 visited the project site in Rigby to observe the building and determine its s tr u cturally adequacy. It is my understanding that the building was built around 2002 without a building permit and no plans for the building were available to me to review. My comments are limited to the structural elements of the building. 1 was able to access the crawl space below the main level as well as the attic space. The floors are framed with 'I'JI floor joists spaced at 16" o.c. while the roof is framed with prefabricated trusses spaced at 24" o.c. From what 1 could observe, the building is entirely sheathed in plywood. 1 only found two areas of structural concern. The First is at the building overhang on the south side. There is a 4x4 beam that spans about 15' between 4x4 posts. This beam carries the entire roof and needs be replaced with either a 3 1/8" x 12" Glu- Laminated beam, or a (2)ply 11/4" x 117/8" Microlam I.V1. beam. The existing 4x4 posts are adequate. The second area of concern is at the access to the crawl space. A T.1I floor joist was cut off to allow for the access opening. This needs to be shored up to the joists on either side per the attached sketch. With the exceptions of the two items mentioned above, the building appears to be structurally sound based on what 1 was able to observe. That is not to say that hidden within the drywall or out of sight is some other structural concern, but the entire building would have to he stripped down to the framing to verify this. What framing and construction that 1 did observe appeared to be of the same quality and 1Vorkmanship that 1 vvould expect and there is no reason to assume that the framing concealed by the Finishes of the building is any different. This letter is in response to some of those questions. Back in June of 2002 Cory Newman presented a plan to the City of Rigby regarding the addition of a duplex and 4 -plex to this piece of property. The City of Rigby's Planning and Zoning Commission reviewed this plan and applied a conditional approval. To date, these conditions have not been met. (see attached Findings and Conclusions). In October 2002 a letter was sent to Mr. Newman informing him that building permit fees and connection fees had not been paid for conceming these new buildings. (see attached City of Rigby letter). At that time, city staff felt they could address this concem along with the construction as per prior plans. Unfortunately, city administration changed and the people who were aware of this issue became no longer associated with the city. During this change the properties were sold off to separate individuals. Due to the recent complaints about the property not being maintained the City of Rigby asked Mike McCowin, Building Inspector, to perform an inspection of the property and submit a copy of his findings (see attached letter from Assurance Inspections and Testing). The City of Rigby also asked Jim Deuel, Fire Chief for Central Fire District, to perform an inspection of the property and submit a copy of his findings (see attached letters from Central Fire District). Since the building is currently unoccupied the city decided this was the best time to address certain concems. The City of Rigby is not trying to stop the sell of the building but wants the new owners to be aware that certain health and safety concems need to be met prior to allowing tenants to occupy the units. DATE: November 15, 2010 This letter in response to a request for information about possible purchase and occupation of the property located at 121 S. 2" W in Rigby by Doug Hymas. I met with Mr. Hymas at the property on this date to discuss my safety concerns at that location. My concerns about this property, based on Fire Code Issues, are addressed in a letter sent to the City of Rigby on September 20, 2010 (attached copy). Those issues are still of concern but in discussing with Mr. Hymas here are our conclusions: • The road providing access to the structure does not provide an adequate turn around required for a dead -end road in violation of IFC 503.2.5 and Appendix D D103.4. This section requires a 96' diameter Cul -De -Sac, or 60" Y, or 120' Hammerhead turnaround for this dead -end road. This property as it currently exists does not allow for a turnaround of this type. Therefore, we could not approve this property in its current configuration. • I did, however, tell Mr. Hymas that if he could develop another proposal to provide a safe and acceptable turnaround area for our fire trucks, I would be happy to look at his proposal. • Any proposal he comes up with would still have to be accompanied with agreement to pave the existing road and parking areas, provide for no parking signs in all roadways and in the turnaround and provide a fire hydrant closer to the end of the road, preferably in the turnaround. The City of Rigby codes in most cases are even more restrictive than the IFC. This area presents many safety issues for the occupants as well as for the safety of responders but we would welcome to work with Mr. Hymas to improve the area if he can address these issues. This is a violation of International Building Code Regulations requiring a minimum of 24" from property line or adjoining structure. • The road providing access to the structure, building 1 -4, 5 -6, and 7 -10, is only 17" at two separate points and is to narrow for a fire truck and is in violation of IFC Section 503.2.1. • The road providing access to the structure, building 1 -4, 5 -6, and 7 -10, does not provide an adequate turn around required for a dead -end road in violation of IFC 503.2.5. • The road providing access to the structure, building 1 -4, 5 -6, and 7 -10, is an unpaved dirt road not providing for an all weather driving surface required by IFC Section 503.2.3. • The closest hydrant available to supply this location is about 250 ft away and is within minimum acceptable distance required by IFC Section 508.5.1 but because of the limited access should have a hydrant located on the end of the road to provide for safety of response. As indicated in the prior inspection report, due to obvious deformity of the west end of the decks floor system, I requested an engineer to analyze the building for structural defects. The results only addressed the areas already having vertical supports, not the area between vertical supports. It was also suggested that the footings be excavated to ensure city depth requirements are met. At the request of Collin Hunter, Last month, I performed an inspection on the movement of the structures at the south elevations along the cantilever. At this time, there has been no significant movement. The building meets all the city's requirements in place at that time. I have confirmed there has been no apparent settling of the building and the deformities indicated in my inspection are the results of poor workmanship. The deck has an approximate two inch drop to accommodate water shutoffs The issue can be solved by raising the west end of the deck and stairway to the uniform height, and installing access holes in the deck to access shut off valves. Although there were no building inspections required or performed at the time this building was erected, it is the responsibility of the building owner to remove excessive amounts of snow from the roof during severe weather and to monitor the building condition while occupied. It is my professional opinion and by the guidelines of the International Residential Code and the International Building Codes this building should not be occupied until the City of Rigby adopted standard have been addressed and an inspection be made by the Building Official for final approval of occupancy. I found several problems that may eventually lead to breaking down the integrity of some structural components, issues with safety, and the lack of energy efficiency caused by the lack of building maintenance. I did not find anything in this building that would cause reason to condemn at this time. The following is a list corrections that need to be addressed associated with Building #3 1. Stairway handrails must be returned into wall or newel post 2. Smoke detectors need to be installed in hallway adjacent sleeping rooms 3. Screens need to be reinstalled on all windows 4. Weather strip, door bottoms, need to be replaced and thresholds need to be adjusted or replaced 5. Insulation in crawl space needs to be reinstalled or replaced where insulation has been damaged by moisture. 6. Vapor barrier needs to be installed in all crawlspaces. 7. A minimum of 2 vents per unit need to be installed in crawl space, one south side of building and one north side of building, and existing vents need to be protected from drainage and debris. 8. Insulation in attic does not have a uniform depth, and where soffits are missing, insulation has blown down to ceiling drywall. 9. State inspection record when repairs to plumbing were made, need to be presented by owner or owner's representative. BUILDING #3 Units 7 8 9 &10 Exterior inspection 1. Soffits need to be reinstalled where missing and coming loose 2. Fascias need to be reinstalled where missing, coming loose, and is not tucked under roofs drip edge letting water leak behind fascia and into framing members. 3. Siding is either missing or corning loose west end of building. 4. At the north side of the building the framing is exposed along the top of foundation wall framing is unprotected. 5. Grade at North side of building #3 does not slope away from foundation the slope is back towards the foundation giving water a path to the supporting footing. 6. Stair ways do not meet standards for treads and risers 2. Both Stairway structure are deteriorating because of the lack of maintenance 3. No landings at the bottom of stairway. 4. On the east side of the building there are two sets of power lines running 1' -6" away from sleeping room windows (safety hazard). 5. Foundation vent is set at grade which allows water to enter crawl space. 6. Grade is very uneven at the north side of this building, and in some areas grade is so low it no longer meets frost depth. 7. The majority of the window screens is missing or damaged. 8. Parking is limited because of alley. 9. There is trash through out the site. BUILDING #1 Units 12 3 & 4 Exterior inspection 1. Foundation vents too low. 2. No GFI breakers visible at outside outlets, these may have GFI breakers at the breaker panel. 3. Fascia and soffits falling off building eaves allowing moisture to inter framing members. 4. Drip edge at south roof missing, and letting moisture inter the framing members. 5. Foundation vent is missing from north side of building. 6. West side of building vent bottoms is below top of parking slab allowing water to enter crawl space and framing members. 7. Egress light fixture missing. 8. Trash and debris through out development 9. The majority of the windows are missing screens. The inspections for Buildings #1 #2and #3 is only an exterior inspection as requested by the City of Rigby Planning and Zoning Administrator. It is my professional opinion and by the guide lines of the International Residential Code and the International Building Code building #1 units 1, 2, 3, & 4 and building #3 units 7, 8, 9, & 10, should not be occupied until the City adopted standards have been addressed and an inspection made by the Building Official. Building #2 units 5, & 6, although presently occupied corrections can be made to the exterior of the building with out affecting the occupants. In order to assure the safety of future occupants an inspection of the interior of Buildings #1 and #2 is advised. I t is my understanding the presents of mold has been detected in building #1 and because of the moisture that is able to inter these buildings this should be investigated. All issues concerning Fire Codes have been addressed by the Fire Chief Jim Deuel. These three buildings were built prior to the adoption of a Building Code Standard there for some items listed may be grandfathered, but nothing in this code permits shawdy maintenance and unsafe living conditions. As indicated in the prior inspection report, due to obvious deformity of the west end of the decks floor system, I requested an engineer to analyze the building for structural defects. The results only addressed the areas already having vertical supports, not the area between vertical supports. It was also suggested that the footings be excavated to ensure city depth requirements are met. At the request of Collin Hunter, Last month, I performed an inspection on the movement of the structures at the south elevations along the cantilever. At this time, there has been no significant movement. The building meets all the city's requirements in place at that time. 1 have confirmed there has been no apparent settling of the building and the deformities indicated in my inspection are the results of poor workmanship. The deck has an approximate two inch drop to accommodate water shutoffs The issue can be solved by raising the west end of the deck and stairway to the uniform height, and installing access holes in the deck to access shut off valves. Although there were no building inspections required or performed at the time this building was erected, it is the responsibility of the building owner to remove excessive amounts of snow from the roof during severe weather and to monitor the building condition while occupied. The purpose of the visit was to determine what may be required structurally so that the building department can issue a Certificate of Occupancy. These are my findings. The building is a newer 2 -story structure. There are 4 separate apartments that consist of a main floor and upper floor. The building is a wood- framed structure with engineered wood roof trusses. The foundation consists of concrete walls andfootings that form a crawlspace area under the building. The upper story cantilevers over the front of the building about four -feet forming a covered porch on the main level. . Following are the items I observed: . 1. The columns for the upper level overhang are about half the size required. Replace the . wood 4x4 columns with a wood 6x6 column. The column and connections to the upper floor and the footing must comply with the light-framed provisions of the International Residential code for buildings in Seismic Design Category DI. 2. The footing for the column should be the appropriate depth below grade and should have a minimum area of 3'x3' or 9 aq. ft. 3. There is no vapor barrier to cover the ground in the crawl spaces. Install it 6 mil black vapor barrier over the entire ground area of each crawl space. 4. There are no foundation vents along the front of the building. There is one vent in each unit in the back wall. Install at least one foundation vent in each unit in the front wall to provide cross - ventilation. The vent should have a net area of about one square foot (128 sq. in.). 5. At each crawl space access, the floor joist has been cut off. It needs to be supported. The framing of the upper floor at the front over-hang cannot be seen. It is not known what or how this is framed. Note that there are several places in the crawl space where the insulation between the floor joists has fallen down. It needs to be re- installed and secured so that It remains in place. In conclusion, the building appears to be structurally sound. There are a few items that need to be repaired or completed, as listed above. This letter is in response to some of those questions. Back in June of 2002 Cory Newman presented a plan to the City of Rigby regarding the addition of a duplex and 4 -plex to this piece of property. The City of Rigby's Planning and Zoning Commission reviewed this plan and applied a conditional approval. To date, these conditions have not been met. (see attached Findings and Conclusions). In October 2002 a letter was sent to Mr. Newman informing him that building permit fees and connection fees had not been paid for conceming these new buildings. (see attached City of Rigby letter). At that time, city staff felt they could address this concem along with the construction as per prior plans. Unfortunately, city administration changed and the people who were aware of this issue became no longer associated with the city. During this change the properties were sold off to separate individuals. Due to the recent complaints about the property not being maintained the City of Rigby asked Mike McCowin, Building Inspector, to perform an inspection of the property and submit a copy of his findings (see attached letter from Assurance Inspections and Testing). The City of Rigby also asked Jim Deuel, Fire Chief for Central Fire District, to perform an inspection of the property and submit a copy of his findings (see attached letters from Central Fire District). Since the building is currently unoccupied the city decided this was the best time to address certain concerns. The City of Rigby is not trying to stop the sell of the building but wants the new owners to be aware that certain health and safety concems need to be met prior to allowing tenants to occupy the units. I met with Mr. Hymas at the property on this date to discuss my safety concerns at that location. My concerns about this property, based on Fire Code Issues, are addressed in a letter sent to the City of Rigby on September 20, 2010 (attached copy). Those issues are still of concern but in discussing with Mr. Hymas here are our conclusions: • The road providing access to the structure does not provide an adequate turn around required for a dead -end road in violation of IFC 503.2.5 and Appendix D D103.4. This section requires a 96' diameter Cul -De -Sac, or 60" Y, or 120' Hammerhead turnaround for this dead -end road. This property as it currently exists does not allow for a turnaround of this type. Therefore, we could not approve this property in its current configuration. • I did, however, tell Mr. 1 -Iymas that if he could develop another proposal to provide a safe and acceptable turnaround area for our fire trucks, I would be happy to look at his proposal. • Any proposal he comes up with would still have to be accompanied with agreement to pave the existing road and parking areas, provide for no parking signs in all roadways and in the turnaround and provide a fire hydrant closer to the end of the road, preferably in the turnaround. The City of Rigby codes in most cases are even more restrictive than the IFC. This area presents many safety issues for the occupants as well as for the safety of responders but we would welcome to work with Mr. Hymas to improve the area if he can address these issues. This is a violation of International Building Code Regulations requiring a minimum of 24" from property line or adjoining structure. • The road providing access to the structure, building 1 -4, 5 -6, and 7 -10, is only 17" at two separate points and is to narrow for a fire truck and is in violation of IFC Section 503.2.1. • The road providing access to the structure, building 1 -4, 5 -6, and 7 -10, does not provide an adequate turn around required for a dead -end road in violation of IFC 503.2.5. • The road providing access to the structure, building 1 -4, 5 -6, and 7 -10, is an unpaved dirt road not providing for an all weather driving surface required by IFC Section 503.2.3. • The closest hydrant available to supply this location is about 250 ft away and is within minimum acceptable distance required by IFC Section 508.5.1 but because of the limited access should have a hydrant located on the end of the road to provide for safety of response.
