STATUS OF FUNDED ACTIVITIES -
Water Improvement Project and Youth Family Renewal Center
Hearing was called to order by Mayor Nile Boyle at 11:30 a.m. at the Rexburg City Hall.
He introduced the purpose of the meeting which was to discuss the status of the funded activities
relating to the Water System Upgrade Project, the Wilcox ED Project, and the Youth and Family
Renewal Project.
He introduced Ted Hendricks as administrator of the block grants and overall projects.
Ted stated that the City had received the $300,000 block grant from the State of Idaho to be
utilized in the purchasing and renovation of a building for the Youth Family Renewal Center,
$350,000 for the installation and construction of water lines and a 1.5 million gallon water storage
tank for the City of Rexburg, and $500,000 for the installation of water and sewer lines to
facilitate new construction for the Wilcox Processing Plant Project. Ted then discussed a general
description of the accomplishments of the projects which included the development stages of the
projects, i.e., professional procurement, environmental clearance of the projects, and the
qualifying of the projects area with a national objective or LMI benefit.
Further project development included procurement of the general contractors and initiation
of the construction. Construction on the Youth Family Renewal Center and the Water
Improvement project is now 100% complete, with approximately %40 remaining on the
Rexburg/Wilcox project. On the Youth Family Renewal Center and the Water Improvement
project the final walkover and punch list are already completed. Substantial completion was
initiated, starting the one-year warranty period.
Ted discussed a summary of expenditures including the administration cost, engineering
costs, and cost of construction. The description of administrative work remaining was presented
which includes finishing the 504 compliance, completion of other monitoring follow-up items, and
finalizing the project with the preparation of the closeout documents. General descriptions of the
ICDBG budget amounts, activity schedules, project scope, location, objectives, and beneficiaries
were also discussed. Ted indicated that the block grant funds being utilized were authorized by
the Department of Housing and Urban Development Act of 1973.
Ted indicated both written and verbal comments would be accepted by the City pertaining
to these projects for 5 days after the public hearings. He also indicated that the information
discussed could be available upon request to persons with visual or hearing impairments or other
impairments that might cause them the inability to obtain this information.
Mayor Boyle adjourned the meeting at 12:00 p.m.
