This survey was conducted to facilitate the future Demolition of this house. This inspection, though not required by EPA, is needed to assure that no asbestos is present in the house at the time of demolition. Local landfills will not accept materials fiom building demos that have not been inspected for Asbestos. They require that no Asbestos Containing Materials ( more than I % Asbestos per EPA regulations) be present in any of the demo materials that they accept. Background The house, is approximately 50-60 years old. It is currently vacant and was a single family home. It is a single- level structure, with basement. The total sq ft of the building is aprox 1200 sq ft on the main floor. The building has wood framed walls with stucco finish on the outside. On the inside, the original walls and ceilings are plaster and there is a smallamount of drywall with texture on the walls and ceilings in the basement. There is newer metal on the roof. There was no insulation found in the attic and walls. No boiler or piping insulation was found. There is a small detached garage. The only suspect materials found in this was the roofing and stucco. Sampling Dave Price, accredited AHERA inspector collected l6 samples of suspect Asbestos Containing Material (ACM). These were broke down into a total of 17 separate materials, that were tested at the lab. Some samples contain multiple materials that are tested individually tn this sampling scheme, sampling locations and number of samples were selected so that they were representive of the homogeneous sampling areas with regard to the material present and it's potential asbestos content. The sampling scheme was designed to be comprehensive and intended to identi$ ACM that might be disturbed during Demolition/ Renovation activities. The testing method used is a Polarized Light Microscopy ( PLM) method. This is an EPA accepted method for Asbestos testing and is the least costly. There is a different Upe of testing done at the lab, which is more accurate and also more expensive, called an EPA 400 Point Count Method. If a material is found to have small amounts of Asbestos ( l% - 5 Vo), the EPA 400 Point Count method can be used to reduce the actual percentages of asbestos in the original sample, down, under the l%o regulated amounts. The type of materials containing asbestos are also is a factor in point counting. Point counting is typically used after the initial PLM methods, to reduce the percentage of asbestos in that material, to under the EPA regulated limit of l%. ACM ,under current regulation, is defined as material with an asbestos content lo/o or greater by volume. Any sample analyzed by "polarized light microscopy" ( PLM) method as containing lo/o or more, must be re-analyzed " by point count method" or must be assumed, to be ACM., by EPA regulations. All samples were shipped to and analyzed by EMSL Analytical, San Leandro, California. EMSL is a AIHA accredited lab and participate in the NVLAP program. The materials were sampled for the purpose of identi$ing possible Asbestos containing materials, that would need to be removed, before Demolition of this building. This survey can be used, to satisfu EPA and OSHA regulation requirements for renovation and/or demolition activities. See drawings for building layout and sample locations. Conclusions and Recommendations: The following identifies the sample Numbers, sample materials tested, location of sample, and approx. quantity and condition of all materials identified as containing asbestos. Out of 17 separate materials tested at the lab,3 samples were found to contain asbestos in the amounts of greater than I %. Arry material found to be( Less than) <l% asbestos is considered to be, by EPA rule, non-asbestos materials and can be disposed of as general construction debris. Asbestos containing Materials that will need to be removed prior to demo are: 1. GR-01 roofing. This is the layers of roofing under the rolled roofing on the Garage. This sample tested at l5o/o Asbestos. This is a non- friable materials as per EPA regulations. Aprox 120 sq ft. 2, G-M-01 This is the roof mastic around the edges of the roof and along the parapet walls. This material tested at 5o/o Asbestos. Aprox 18 sq fU 3. BDT-01 This is the basement duct tape around joints and fiffings on the heat duct system. This material tested at l5o/o Asbestos and is considered by EPA to be a friable material. Aprox 20 sq ft total. An EPA 10 day notification is not required for this removal. #l-it is under the total amount of 160 sq ft #2- the roofing is considered to be non- friable. Concerns for Owners and/ or Demolition Contractors: Roofing : Roofing materials, shingles, built-up roofs, tar, etc., are typically NON-FRIABLE materials and fall under the National Emissions Standard for Hazardous Air Pollutants ( NESHAP) regulations found in Appendix A to Subpart M,- Interpretive Rule Governing Roof Removal Operations. This rule states that removal of non-Friable roofing materials involving 5580 sq ft or more is subject to NESHAP regulations and an EPA-I0 day notification , only if equipment that crumbles, chips, or otherwise renders the roofing materials friable, is used. Demo contractors and Owners need to keep in mind that during the course of typical demo of the entire building or house, that keeping this material from becoming friable, may be unattainable. This is why we recommend that all Asbestos Materials be removed prior to demo or renovation. Also, most landfills will not accept roofing materials as general construction debris, unless Asbestos testing has been done on that material, to veriff that the roofing is below the EPA regulated amount of l%. If roofing materials are found to contain lYo, or more, Asbestos, the landfill may require to separate any Asbestos materials and may require packaging or labeling separate from General Construction Debris, or will not accept the material at all. Demo Contractor will need to follow all applicable rules if asbestos roofing materials are not removed prior to demo. Floor tile: Floor tile is typically NON-FRIABLE and EPA therefore does not require removal prior to demo. However, the same holds true for floor tile as in roofing, if it is made to become friable by crumbling, chipping, sanding, grinding, ect during demo, then this material must be removed prior to demo. Also landfills may require that any Asbestos materials be separated from general construction debris, and or packaged differently before disposal, or not accept the material at all.
