On behalf of Cellco Partnership and its controlled affiliates doing business as Verizon Wireless
(Verizon Wireless), Bureau Veritas North America, Inc. (Bureau Veritas) is conducting a NEPA
evaluation for the above-referenced property. According to the ldaho Historical Society, the City
of Rexburg Planning and Zoning Commission would like to be contacted regarding in Section 106
consultations within the City of Rexburg. Therefore, pursuant to 47 CFR 91.1307(a)(a), we
respectfully request your comment as to whether the proposed wireless communications project'may affect districts, sites, buildings, structures or objects, significant in American history,
architecture, archeology, engineering or culture, that are listed, or are eligible for listing, in the
National Register of Historic Places.'
PROPERW DESCRIPTION
Site name/location: The site is identified as the proposed Verizon Wireless lD6 Ricks
Communications Facility, 344 West 4th South, Rexburg, Madison County, ldaho 83460.
Proposed Action: According to construction diagrams provided by Technology Associates
Engineering Corporation Inc. (TAEC) (dated August 19,2014) and client-provided information,
the proposed action includes a proposed exterior 1S-foot by 2O-foot lease area, an interior 177
square-foot equipment room, and a 76-foot high monopole. The proposed action also includes
installation of 12 antennas (three sectors, four antennas per sector), two Raycap OVP boxes, and
12 RRH units (three sectors, 4 RRU units per sector) on the proposed monopole. Two (2) 6-foot
microwave dishes will also be installed on the monopole. An ice bridge with a GPS mounted to
the support leg will run from the equipment shelter to the monopole. A 6-foot tall chain link fence
with access gate is proposed to encompass the lease area. A proposed 10-foot wide utility
easement will run west and southwest from the proposed lease area. A proposed 12-foot access
easement will run west, connecling to an 18-foot access easement that will run south from the
proposed lease area to West 4'n South. Soil disturbance is anticipated from construction of the
equipment pad, monopole, and underground utilities.

Dear Ms. Pirot:
In September 2014, SWCA Environmental Consultants (SWCA) was contracted by Bureau
Veritas North America, Inc. (BVNA) to conduct cultural resource investigations for the proposed
'ID6 Ricks' cellular telecommunications tower on a paved and graveled lot at 344 West 4* South
in the northwest quarter of the southwest quarter of Section 30, Township (T) 6 North (N),
Range (R) 40 East (E), Rexburg, Madison County, Idaho (Figure 1). The undertaking involves
the construction of a 70-foot-tall monopole tower with a 6-foot-tall lightning rod (76-foot overall
height), installation of a generator on a poured concrete pad, and the acquisition of access
easement and utility easements. Modifications will also be made to the interior of the storage
building that is directly north of the proposed tower location. The project area is at the Cenffal
Storage business facility.
At the request of BVNA, SWCA conducted a cultural resource inventory to provide the Federal
Communications Commission (FCC) with information needed for the FCC to meet federal
requirements under Section 106 of the amended National Historic Preservation Act, as outlined
in the FCC nationwide Programmatic Agreement (PA) for the review of effects on historic
properties (FCC 04-222). The area of potential effects (APE) for direct effects as defined by the
guidelines set forth in the PA consists of the area that would be directly impacted as a result of
the facility construction. Specifically, the APE for direct effects is defined by a20- by l5-foot
fenced enclosure that will contain the 76-foot-tall monopole and the 6-foot by 9-foot 6-inch
concrete pad for the diesel generator. The APE for direct effects also includes the acquisition of a
l2-foot-wide by approximately 318-foot-long access easement and a 10-foot-wide by
approximately l2l-foot-long utility easement. In addition, the APE for direct effects includes a
9-foot 8-inch by l8-foot 4-inch lease area within an existing storage building; installation of a 4-
by 7-foot access door in the south wall of the building; and installation of two heating,
ventilation, and air conditioning condensing units on the east elevation of the building (Figure 2).

The PA defines the area of visual effects as 0.5 mile from the tower location fortelecommunications towers less than 200 feet in height. The proposed tower will be a maximumof 76 feet tall; therefore, the APE for visual effects extends 0.5 mile from the proposed towerlocation.
This letter report summarizes the work conducted by SWCA, including pertinent results of thefile search, field investigation of the APE for direct effects and APE foi visual effects, and anevaluation of the potential impacts of the proposed project on historic properties. The freldinvestigation was conducted on September 18, 2014, by SWCA cultural ,"ro*", specialistStephanie Lechert.
FiIe Search
SWCA conducted a file search through the Idaho State Historic Preservation Office (SHpO) onSeptember n,2Al4 (SHPO record search number 14377). The file search involved a location-based query to identiff previously conducted cultural resource investigations and previously
recorded cultural resources, such as standing buildings and structur"r, hirtori, districts, aniarchaeological sites, within 0.5 mile of the project parcel. According to the Idaho SHpO filesearch results, nine cultural resource projects were previously conducted within 0.5 mile of thecurrent project area. These cultural resource projects are primarily roadway impact evaluationsconducted for the Idaho Deparknent of Transportation, plus one projlct ior Idaho StateUniversity and one for Western States Development Corporation. Sir of the previous projectareas fall within the same Section, Township, and Range as the current undertaking: however.most of these projects were associated with transportation development along Eastl"d Avenueand University Boulevard and none appear to have included direct inspection of the proposedproject area.
Previously recorded cultural resources within 0.5 mile of the project area include five historic-age buildings, two agricultural waterways, one railroad, and one road (Table l). One of theirrigation structures (65-15937), the railroad (65-15924), the road (65-15915), and one of thebuildings (65-15903) have been determined eligible for listing in the National Register ofHistoric Places [NRHP). The remaining five cultural resources were determined not etigiUte forlisting in the NRHP or have not been fully evaluated. None of the previously recorded sites arewithin the APE for direct effects; however, all of these resources are within 0.5 mile of theproject area, within the APE for visual effects.

In addition to the cultural resource file search, SWCA conducted a review of publically available
historic records to determine the land use history of the subject property and to assess the
potential for historic archaeological sites or architectural resources within the proposed APE not
yet identified through cultural resource investigation. SWCA reviewed U.S. General Land Office
(GLO) records retained by the Bureau of Land Management. The 1880 plat map from the GLO
for T6N, R40E depicted an unnamed northeast/southwest-trending road bisecting Section 30.
The road largely paralleled the South Fork of the Teton River. The first documented historic use
of this property occurred in 1895, when the location was included within an 8O-acre homestead
patent granted to Frederick L. Klingler.t In the early twentieth century, the road from Idaho Falls
and heading north into Montana was designated as a portion of the Yellowstone Highway,
connecting Utah and Idaho with Yellowstone National Park. The route, which originally
followed a series of local roads, was realigned in the 1920s to follow Union Pacific Railroad and
was designated State Highway 191. The former Yellowstone Highway alignment, and State
Highway 191 crosses immedtiately south of the project area along present day 4* Street.
A 1940 Metsker Map of Madison County, Idaho, T6N, R40E, indicates that the subject parcel at
at344 West 4tr South had been subdivided into multiple lots. The area is noted as the South End
Addition. The 1950 U.S. Geological Survey topographic map does not depict any buildings at
the proposed project location. Aerial imagery indicates that the Central Storage business facility
has been present since at least 1992. According to their website, Central Storage (which has three
locations in Rexburg) has been in business for more than2} years. The surrounding area consists
of residential and commercial properties.

Evaluation of the APE for Direct Effects
The proposed project includes ground-disturbing activities in areas that have not been previously
inventoried for cultural resources. However, the substantial level of previous disturbance in the
form of grading and paving of the project area for construction of the storage facility has
eliminated the potential for any resources of historic significance on the property. SWCA
cultural resource specialist Stephanie Lechert visited the project area on September 18,2014, to
confirm the level of previous and recent disturbance. The field visit confrmed that the APE has
been previously graded and partly covered with asphalt and gravel, and that no potential exists
for significant archaeological resources within the APE for direct effects.
Based on the previous disturbance at the project location, it is unlikely that any significant
cultural resources will be disturbed by the proposed project. It is SWCA's professional opinion
that No Historic Properties are Present within the APE for direct effects.
Evaluation of the APE for Visual Effects
On September 18, 2014, SWCA cultural resource specialist Stephanie Lechert conducted a
viewshed analysis of the APE for visual effects to assess if the proposed project would result in
any adverse effects on historic properties beyond the direct project area. Historic properties are
cultural resources that are either listed in, or eligible for listing in the NRHP. The critical
viewshed is the intended historic view of a historic property that captures the character-defining
integrity of the property, as critically enhanced by setting and feeling. The critical viewshed also
includes the intended view from the historic properfy where any character-defining integrity is
critically enhanced by the historic setting and feeling of the properfy. Thus, in order for the
telecommunications tower to have an effect on historic properties within the APE for visual
effects, it must be visible within the viewshed when looking at a historic properfy or within the
intended viewshed looking from the property and the viewshed must be critical to the historic
integrity (i.e., setting and feeling) of the property. The APE for visual effects includes the area
within which effects from constructing the telecommunications tower could impact historic
properties, in this case, through visual intrusion.
The SHPO record search identified four historic properties within the O.S-mile APE for visual
effects (Figure 3; see Table 1). Representative views toward the proposed project area were
photographed from these properties, as illustrated in Photographs 11 through24 in Appendix A.
The proposed tower will not be visible from three of the historic properties within the APE for
visual effects. Views from the Rexburg Canal (65-15937), the Eastern Idaho Railroad,/Union
Pacific Railroad Grade (10MO75/65-15924), and the Stewart House (65-15903) are intemrpted
by urban development and mature vegetation within the Rexburg area obstructing all views of
the proposed tower location. As a result there will be no effect on these resources.
The proposed tower will be visible from a small segment of U.S. 191 HighwayiOld Yellowstone
Highway (65-15915) (Photograph l1). The former road and highway crosses immediately south
of the project area along West 4* Street South. However, in this area extensive suburban
development has resulted in a setting that contains modern buildings and infrastructure including
transmission poles and other towers that are similar in form to the proposed undertaking.

Therefore, the proposed tower will not result in any substantial changes to the existing settingand the proposed tower will have No Adverse Effect on Historic Propeiies within 0.5 mile of theproject area.
SWCA therefore recommends that the proposed installation will result in No Adverse Effect onHistoric Properties within the ApE for visual effects.
Summary and Conclusions
In summary, it is ourprofessional opinion that No Historic Properties are present within the ApEfor direct effects and_that the undertaking will result in No Adverse Effect on Historic properties
within the APE for visual effects. Therefore, SWCA recommends a finding of No Adverse Effecton Historic Properties for the proposed undertaking. Please feel free to contact us if you needadditional information or would like SWCA to conduct any additional services on vour behalf.

The objectives for the survey were to identifu, document, and evaluate cultural resources that may be
affected by the proposed undertaking.
The project area is at the Central Storage business facility.
Because the APE is heavily disturbed, aerial imagery and U.S. General Land Office (GLO) maps will
be consulted in an effort to trace the history of this parcel and its development. Due to the disturbed
nature of the parcel, no cultural resources, are expected to be present in the APE.

The project area is located in the southwest portion of Rexburg, in an area mostly surrounded by
urban development.
The current environment, situated in a partly paved lot, is not reflective of natural and/or historic
conditions. Vegetation in the vicinity is introduced and maintained. Many species of animals
documented to have utilized the area prior to development likely no longer do so. No soils are present

on the surface ofthe projeatatea- Any soils present are locatedbeneath the pavement andhave likely
been disturbed by urban development activities.
Although resources used by prehistoric peoples were once located in the project area, sites of any
kind are not expected to be preserved due to extreme disturbance in the APE. The APE is a disturbed
commercial property that no longer contains the flora and fauna it would have prehistorically.

Previous surveys within 0.5 mile of the APE generally resulted in the location of few archaeological
cultural resources. This is likely due to the significant amount of development that has taken place in
the general area. Sites in the area include a historic building and a historic roadway.
Six of the previous project areas fall within the same Section, Township, and Range as the current
undertaking; however, it is unlikely that the current project area intersects any ofthese surveys.

No cultural (archeological) properties are expected because the proposed tower location is within apaved area with storage buildings.
In addition to the cultural resource file search, SWCA conducted a review of publically availablehistoric records to determine the land use history of the subject properly and toassess the potentialfor historic archaeological sites or architectural resources within the proposed ApE not yet identifiedthrough cultural resource investigation. S![/CA reviewed U.S. General Land Office (drO) recordsretained by the Bureau of Land Management. The 1880 plat map from the GLO for tOiit, R+OEdepicted an unnamed northeast/southwest-trending road bisecting Section 30. The road largelyparalleled the South Fork of the Teton River. The frrst documented historic use of this properryoccurred in 1895, when the location was included within an 8O-acre homestead patent granted toFrederick L' Klingler. A 1940 Metsker Map of Madison County, Idaho, T6N, R40E, indi"cates thatthe subject parcel of land had been subdivided into multiple lots. The area is noted as the South EndAddition. The 1950 U.S. Geological Survey topographic map does not depict any buildings at theproposed project location. Aerial imagery indicates that the Cental Storage business facility ias beenpresent since at least 1992- According to their website, Central Storage (which has three locations inRexburg) has been in business for more than 20 years. The rorroondirrg area consists of residentialand commercial properties.

On September 18,2014, SWCA cultural resource specialist Stephanie Lechert conducted aviewshed
analysis of the APE for visual effects to assess if the proposed project would result in any adverse
effects on historic properties beyond the direct project area. Historic properties are cultural resources
that are either listed in, or eligible for listing in the NRHP. The critical viewshed is the intended
historic view ofa historic property that captures the character-defining integrity ofthe property, as
critically enhanced by setting and feeling. The critical viewshed also includes the intendedviewfrom
the historic Foperty where any character-defining integrity is critically enhanced by the historic
setting and feeling of the properby. Thus, in order for the telecommunications tower to have an effect
on historic properties within the APE for visual effects, it must be visible within the viewshed when
looking at a historic property or within the intended viewshed looking from the property and the
viewshed must be critical to the historic integrity (i.e., setting and feeling) of the property. The APE
for visual effects includes the area within which effects from constructing the telecommunications
tower could impact historic properties, in this case, through visual intrusion.
The SHPO record search identified four historic properties within the 0.5-mile APE for visual effects
(Figure 3; see Table l). Representative views toward the proposed project area were photographed
from these properties, as illustrated in Photographs 11 through 24 in Appendix A.
The proposed tower will only be visible from a small segment of U. S. I 9 I Highway/Old Yellowstone
Highway (65-15915) (Photograph 11). However, in this area extensive suburban development has
resulted in a setting that contains modern buildings and infrastructure including transmission poles
and other towers that are similar in form to the proposed undertaking. Therefore, the proposed tower
will not result in any substantial changes to the existing setting and the proposed tower will have No
Adverse Effect on Historic Properties within 0.5 mile of the project area.
SWCA therefore recommends that the proposed installation will result in No Adverse Effect on
Historic Properties within the APE for visual effects.

Small-town, low-scale residential and commercial buildings on single lots, in a formerly agricultural
area served by early irrigation canals and drains.

tepresenting Verizon STireless reviewed the proposal to install a new 70 foot cell tower pole.
The locatiofl was reviewed on the overhead screen; the equipment will be housed in an
adjoining storage unit.
Staff Reoot:
Staff recommends that the Commission take public testimony, and determine if thete is need for setback
requirements of 75o/o of tower height from adjoining lot lines, need to be co-locatable for 3 usets, and if
there is a need for any buffedng, landscaping or other requirements as per the analysis section above.
The Madison County Fire Department, Public \Works Directot and the City Engineer did not have any
concems with this proposal. Community Development Directot Christensen reviewed the proposal
which is not aheavy commercial project. He reviewed Chapter 11 of the Development Code conceming
Cell Towers. There are set back options with a Conditional Use Permit. He reviewed the Planning and
Zonngconditions to the proposal.
Council Member Busby reviewed the proposal. Mr. White teptesenting Vetizon Wireless explained
Federal Law requires cities to allow cell towers within their cities. He said this location does allow for a
cell tower. Higher Yertzon wireless usage than expected requires an additional cell tower in this atea to
provide really good coverage.

Commercial". Chapter 11, Section 7.b.iv of the City of Rexburg Development Code requires that
towers be setback "a distance equal to at least seventy five percent (75%) of the height of the tower
from any adjoining lot line". Furthermore Table I of said section requires the cell tower to be
constructed a distance of 200 feet or 300% of the height of tower whichever is greater from single
family or duplex residential units and 100 feet or 100% of the height of the tower whichever is
greater from multi-family residential. The section allows these setback requirements to be reduced
by the P&Z Cornmission.
Section T.b.ii.requires when applying for a Conditional Use Permit, the following factors shall be
taken into account:
Height and elevation of the proposed tower;
Proximity of the tower to residential structures and residential district boundaries;
Nature of uses on adjacent and nearby properties;
4. Surrounding topography;
5. Surrounding tree coverage and foliage;
6- Design of the tower, with particular reference to design characteristics that have the effect of
reducing or eliminating visual obtrusiveness;
7. Proposed ingress and egress; and
8. Availability of suitable existing towers, other structures, or alternative technologies not requiring
the use of towers or structures, as discussed in Section 7(bX3) of this ordinance
The following are the criteria for granting a conditional use permit from Section 6-12 of the City of
Rexburg Development Code. Some of the criteria are followed by stafPs analysis. A conditional use
will:
o. Constitute a conditional use as established in Table 1, Zoning Dktricts, Table 2, Land (Ise
ScheduIe.
A CUP is required as per Chapter I I of the Development Code.
b. Be in accordance with a specffic or general objective of the City's Comprehensive Plan and the
regulations of the City of Rexburg Development Code.
Comprehensive Plan
Chapter 3 (Private Property Rights) and Chapter 5 (Economic Development) of tlre
Comprehensive Plan would support the right and need for cell towers.
Development Code (Ordinance 1026)
This use is allowed with a Conditional Use Permit as per the City of Rexburg Development Code
Section I 1.

Be designed and constructed in a manner to be harmonious with the existing churacter of theneighborhood and the zone in which the property is locsted.
The neighborhood is currently comprised of multi-family, single family, and commercial lands.
Not create a naisance or safety hazardfor neighboring properties in terms of excessive noiseor vibration, improperly directed glare or heat, electrical iiterlerence, odors, dust or uirpollatants, solid waste generation and storage, hazardous materials or wasle, excessive trofficgeneration, or interference with pedestrian traffic.
