They plan to keep some of the eiisting foliage. There will be new walkways. Some of the patking
will be temoved to accommodate the 6-plex'

Lana Changsaid that because of location, which is the best location as fat zs proximity to campus,
historically they have not needed all the pafking but have had ptoblemt Yth people other than
residents using their parking. They plan to have a cefiainnumber of patking contacts based on the
amount of spaces thJy *illi"r, ., ^nithey plan toh111 non-patking contracts' To motivate students
not to bringiars, the contacts may be aiout $100'00 less in cost' She has also spoken with
University officials; the University is planning on putting in long term patking so that students could
have aplace to park their cats that they will use only occasionally'
Thaine Robinson said this applicant will have more than ample parking above and beyond what is
the minimum required for14,eigZZone. He said that is refreshing'

The Ready Team also looked at vehicle widths, which they felt wefe mofe impoftant than the length'

The City is willing to teduce some asphalt afeas to get more density and less wasted materials' in
patking near the UnivetsitY
The study findings show that in the eight listed complexes, foutteen pef cent of the cats would
require latge size sPaces.
Mr. Christensen said the staff recommendation is to go to twenty percent longet size spaces and
elghty pefcent regular space sizes in student and multi-family housing.

Madlyn Rasmussen said why would they not go with the City Councills recornmendation. They
could ask the City Council to britrg pressrre to the County to accept the City recommendation.
The Chair cladfied that he meant they should educate themselves sufficiently to be able to say they
have looked at this matter thoroughly - this is what they ate behind, and this is why.
Dan Hanna felt it was important to stay with the-grid.
Cory Sorensen said if the pqpose is to relieve 2"d East, he feels that2"d West and Airport Road are
optionr. There is a need for multiple roads in addition to the east corridor. It would benefit the City.

City is endorsing fitditg. of this engineering study. The other ptoposals ate coming ftom ^-,r -

of future growth.
Thaine dobinson agreed with Cory Sorensen and Val Christensen - the east corridot is necessary,
but other gdd points and bridge crossings need to be looked at'
Scott Feryuson noted that there are two issues they ate talking about - the east corridor, and access
on the west side of town. They xe separate issues. They need to have separate discussions.
There was Commission consensus that more time is needed to study the information they have
about the issue of the 2nd East Alternative'
Chairman Dyer suggested that at the nextP&Zmeeting, they should address this issue, in hopes of
getting a consensu, i".o*.rdation to support the City in what the City Council dready
recommended to the County.
Then, in continuing discussions in future meetings, the Commission can address the issues of othet
bridges, coridots, etc.

The Commission viewed the presentation boards the project atchitect had btought to the February
9ft Design Review Committee meeting.
Chairman Dyer said the Commissioners had expressed concem about Btoulim's east wall and its
long expanse. Broulim's is expanding the building a few feet to the east and extending to the west by
-""ing m. cuffent next door tenants futthet to the west. They will also be adding to the back, to
include a ffuck dock. There will be remodeling inside to include arnezzanine for diners and
expansion of the produce area.Thepharmacy and the pharmacy drive-up window will be on the
west comer of the building.
The south end of the east wall will have a canopy that wraps around from the front of the building.
This south cofner will have an entrance fot the PtzzaPie Caf6. Broulim's also plans to have an
outdoot eating atea on this southeast end.
The noth end of the east wall of Broulim's will take the look of the east wall's front bdck columns
and put them flush with the building, to help bring visual telief. Color change will also help to
.risually break up the wall and make it more attractive. The meeting was a win-win situation for the
community and the developet.
Val Chdstensen asked the Commission members if they felt the Design Review Committee make up
of tP&Z Commission member, a City Council person, and a community ptofessional is working. It
was an experiment and could be changed.Th"y could rotate through the entire P&Z Commission.
Chairman Dyer felt they have done well, but there is a weakness of a person new to the committee
not knowing anything about design standatd tequfuements; when there is ^ g^y atea, they have no
framework io make a judgment. It is good to have unanimity in their decision. The end tesult is
there, but getting thete sometimes is a litde ptoblematic.
Thaine Robinson said the outside person that is invited often does not know design standards
requirements. He agrees with the Chait that there needs to be unanimity in their decision. The
ouiside person may not see the compromise of give and take between the City and the developet.
Dan Hanna felt it would be beneficial to have at least twoP&Z Commissioners at the Design
Review meetings to further teinforce each other's undentanding and vision.
This issue could be furthet discussed in the future.

I am writing in response to the letter we received to change the zoning on222 East 3.d South in
Rexburg from Low Density Residential 2 to Medium Density Residential 1. Due to a conflict we will
not be able to attend the meeting on April 17 so I will give you my concerns in writing.
First, I have a question: shouldn't rezoning be done by area rather than for single lot? Won't zoning
by area make for a better overall plan for the city? Since the issue at hand is for the rezoning of a
single lot, I will address the rest of my letter to that request.
Even though the said property is adjacent to a set of apartment buildings that front 2nd East the said
property faces and resides on a residential street: 3.a South. If the rezoning to medium density took
place it will have the following effect for the other five homes that face or border 3'a South.
Increased traffic just 100 feet from a busy intersection: Zna East and 3'd South.
Increased traffic on the residential street of3'd South
Lower property value for those Iiving on 3d South at least between 2na East and Harvard.
A less desirable place for families to move into the area.
There would be a loss of residential parking for those living on 3d South between 2no East
and Harvard.
6. The increase in traffic on 3"d South would also make backing out onto that street more
hazardous.
7. The area would loss its family friendly atmosphere.
There are plenty of apartment buildings already going up all over Rexburg. Please hold off in
rezoning this single lot until an actual need for more housing is evidenl Let's keep Rexburg Family
Friendly.

Dear Planning and Zoning Committee: As a resident of South Third East, I am very strongly opposed to any easing of
zoning restrictions in our neighborhood. This is an established family neighborhood with narrow streets ill-suited for an
increase in traffic and no off street parking without the destruction of homes.
In the 23 years that my family has lived on Sough Third East, many aspects of our quality of life have already declined
significantly, due largely to more noise and increased traffic. lt is not in anyone's best interest to eliminate the modest
protections that are currently in place to maintain some standards of livability in our existing neighborhoods.
lf Rexburg wishes to continue promoting itself as America's Family Community, it can start by shifting its emphasis
away from development to the protection of existing family neighborhoods.

Strongly oppose rezoning on South 3rd East and adjacent areas
I write to express opposition to reining contemplate along east 3rd south in Rexburg. This is an establishedneighborhood area directly affect my own property at 323 south 3rd east. I believe that measures and responsibledevelopment will occur in the rexburg area and that reasonable development is possible without down zoningestablished neighborhoods like S 3rd east and adjacent areas.
I am opposed to the increased traffic and noise the change would bring. Besides, we just fought off a downzoningattempt nearby. we need to stop having to return again and again to defend our neighborhoods from unwanteddevelopment.
I ask the council members to vote against the zoning change request

If approved, this rezone will result in changing Low Density Residential2 (LDM) into a MediumDensity Residential I (MDRI) Zone. The request would require the Commission and City Council toreview the proposal against one set ofcriteria, for the request to rezone. Below, staff has provided allthe criteria listed by ordinance 1026 (Development Code) that are required to be addressed, followedby staff s analysis of each criterion.
Criteria Rezone Requests (96.13):
o' Be in conformance with the City's Comprehensive PIan and the Ciry Development Code.
The Comprehensive Plan identifies this location as Low to Moderate Density Residential andSingle Family Residential. MDR1 is allowed in the Low to Moderate Residential use.
b' The capaciQt of existing public streets, water and sewerfacilities, storm drainagefacilities, sotidwaste collection and disposal, and other utilities.
The city Engineer did not express any concerns about added traffic.
c' The capacity of existing public services, including but not limited to, public sal2ty services,public emergency services, schoors, and parks aid recreationol serviies.
The City Engineer did not voice a concem. The appropriate Impact Fees will be collected prior tothe issuance of a Building permit.
d' The potentialfor nuisances or health and sofety hazards that may adversely affect adjoiningproperties.
Staff has reviewed and does not feel the change will have a negative effect.
e' Recent changes in land use on adioining properties or in the neighborhood of the map revision.
