Applicant is requesting a land use map designation change from Commercial and from Low-Moderate
Density Residential to Moderate-High Density Residential.
RECOMMENDATION
The applicants want to change their property from Commercial and Low-Moderate Density Residential to
Moderate-High Density Residential on the Comprehensive Plan Map. This request will raise the possible
housing density for this parcel by 792 units if High Density Residential 2 (HDR2) zoning *u, grurrt"d and by678 units if High Density Residential I (HDRI) zoning was granted. Both of these zones are allowed in
Moderate-High Density Residential. Staff recommends that the Planning and Zoning Commission should take
testimony in the public hearing to determine if the following issues can be resolved:
l - What is the plan for relieving traffic pressure on 2nd East; how will this change affect it?
2- What responsibility should the applicant and others wanting to increase density in this area have in
fi nancing needed infrastructure?

4. By removing the commercial zoning, are we setting a precedent for this corridor?
5- Is housing a better use for the property adjacent to the highway?
If after hearing testimony the Planning and Zoning Commission finds that this change is in the best interest ofthe City of Rexburg, staff recommends that the Comprehensive Plan changes be made.

The 2nd East corridor is limited. and until an
alternate route is constructed, such a large
development could overtax the transportation
system.

need to be constructed along with a railroad
and highway crossing.
4. The mailsewer line from Sugar City is
across highway and is nearing capacity.
