Approximately 51 Sage Street
1'. On August 15,201.2, Jedd'$falker, representing Brigham Young University- Idaho,
presented to the City of Rexburg Planning & Zonng Coordinator a tequest and application
for a Conditional Use Permit to allow Vetednary Service for Livestock (totally enclosed);
Livestock Services - Except Veterinary (totally enclosed); and Small Animal Veterinarian
Services (totally enclosed). The property is located at approximately 57 Sage Street.
2. On August 75,2072, the City Clerk sent the Notice of Public Hearing to be published in the
local newspaPer on September 1 and September 15, 2012. A notice was posted on the
property and sent to all propefy ownets within 300 feet of the above mentioned property.
3. On September20,2012, JeddWalker presented to the Planning &ZonngCommission for
the City of Rexburg, the request for a Conditional Use Permit to allow Veterinary Service for
Livestock (totally enclosed); Livestock Senrices - Except Vetednary (totally enclosed); and
Small Animal Veterinarian Services (totally enclosed), at approximately 51 Sage Street.
Scott Ferguson motioned to tecommend to City Council approval of a Conditional Use permit
for the property located at approximately 51. Sage Street , the BYU-Idaho Agriscience facility, to
allow Veterinary Services for Livestock (totalty enclosed); Livestock Services - Except
Vetednary (totally enclosed); and Small Animal Yeterinarian Services (totally enclosed) - to
include 3 conditions:
1. Control of odots shall be managed, and scrubbers will be added if found flecessary.
2. Waste management - review and approval of the City Engineer.
3. Operate the facility in accotdance with all codes and regulations of governing boards for
the handling and safety of animals, and to also protect the campus and the community.
The "Standards Applicable to Conditional Use Permits" Section 6.12B in the
Development Code Ordinance No. 1026, will apply.
Mary Ann Mounts seconded the motion.

4. On October 03r2012 at a City Council meeting Mr. Walket continued to review views
of the interior and the exterior of the buildings. Energy efficient architecture will be used to
conserve energy. The design allows for a lot of natural light into the building. The two
buildings (130,000 sq. ft.) will be connected. The large animal facltq is planned to have a
green toof. This will allow for the horticulture department to teach green roof technologies.
Council Member Benfield asked fot a review of the Planning andZontngCommission
conditioris' Mr. Walker said there were three conditions from Planning and Zonng
commission. They archappy to comply with the city's requfuemenrs.

Community Development Ditector Chdstensen read the conditions from the planning andZonng Commission. Staff teview said the project has met the requirement of the ComprehensivePlan and the Planning and Zontng Ordinance. A hard review of tire project will be done through thebuilding permit process.
Council Member Merrill asked if staff was confident the project will control the emissionsincluding the odors and solid waste. Community Development Director Christensen explained hecannot speak fot the city engineer with tegards to the ,olid *urt"; however if the high .,ilocityexhaust does not work the scrubbers win eliminate the odors emitted.
