Chairman Winston Dyer opened the meeting at 7:01 pm.
New Business:
1. Envision Madison Update
Chairman Dyer welcomed Madison County Commissioner Jon Weber.
Jon Weber stated he is here tonight representing Envision Madison. He gave a brief PowerPoint
presentation. The whole idea is to go from a grassroots effort and build a vision for the future for
Madison County. The County is celebrating its Centennial this year. Envision Madison fits well into
what they are doing, where they have been, and where they are today, and in building a great future
for tomorrow.
Key points from the presentation included that “…Envision Madison is an opportunity to explore
growth related issues and plan together for the future of Madison County….Envision Madison will
create a vision that reflects the values, the voice, and the vision of the public through scenario
planning….and will ensure the residents’ right to choose their future…”
Mr. Weber stated that many times in the past, consultants have been brought in to create a plan and
then present it for approval of the community. Envision Madison does the opposite. As many
people from the community as possible are being encouraged to be involved in the process by
coming to the scheduled workshops. Envision Madison will look at growth-related issues and the
citizens’ dreams for Madison County’s future.
Several months ago, City of Rexburg representatives attended a planning seminar. Robert Grow, the
founder of Envision Utah, made a presentation that was impressive. Mr. Grow then made a
presentation here in Rexburg.
There is now a great cross section of community leaders and citizens who are on board and very
excited about Envision Madison.
The Kick-Off Summit event for Envision Madison will be held on Thursday, June 13th, at 7:00 pm
at the Madison High School. Important workshop dates include:
June 18th - Sugar Junior High School, 7:00 pm
June 18th - South Fork Elementary School, 7:00 pm
June 19th - BYU-Idaho Taylor Building, 7:00 pm
June 20th - Madison High School, 7:00 pm

Jon Weber said they are asking for the Commission’s support, to spread the word to others in the
community and to attend the workshops themselves.
Chairman Dyer said Envision Madison has an executive committee and a stakeholders committee.
Some of the P&Z Commissioners are on the stakeholders committee already. Can other
Commissioners join the stakeholders committee?
Jon Weber stated the meetings are open; everyone is welcome. Gary Archibald and Lori Woodland
are co-chairs of the executive committee. There are currently about 60 stakeholders.
Dan Hanna added that a primary responsibility of each stakeholder is to invite 20 people to attend
these workshops. He felt it was important to acknowledge that Val Christensen was the person who
attended the Robert Grow presentation, and he returned to Rexburg and shared his enthusiasm for
the ideas that were presented.
Val Christensen said it is a very impressive program and an amazing process.
Chairman Dyer said there is a stakeholder meeting here at City Hall on May 22nd at 7:00 pm.

Minutes:
1. Planning and Zoning meeting - May 2, 2013
Dan Hanna motioned to approve the Planning & Zoning minutes of May 2, 2013. Thaine
Robinson seconded the motion.
Gil Shirley and Cory Sorensen abstained for having not been present.
None opposed. Motion carried.
Chairman Dyer stated that members of this P&Z Commission will be leaving this meeting shortly to
attend the Sugar City P&Z Commission meeting tonight in regard to a hearing concerning Sugar
City’s impact area. Whenever there are public hearings on an issue in areas close to the respective
jurisdictions, a public hearing is held, and 3 representatives from each of the P&Z Commissions of
Sugar City, Madison County, and Rexburg participate in hearing, deliberating, and making a decision
on the issue. The Chair recognizes and appreciates the willingness of Commissioners Robinson,
Hanna, and Shirley to participate in this issue.

Non-controversial Items Added to the Agenda:
1. Report on Ace Hardware Design Review Meeting
Thaine Robinson stated that Ace Hardware will be relocating to the property at East Main and
North 1st East, formerly where the Co-op was located. They will build a 2-story building.
Ace Hardware will occupy the entire main floor level. The 2nd floor will be built for offices, to
sublease.
They are downsizing, but their amount of inventory will be able to remain the same as at the current
store.
The building will be all brick except for the east wall which abuts the adjacent building. Awnings will
be used.
One issue that was addressed is that the west wall needs to be broken up in some way.
Signage will be white instead of the red that Ace Hardware often uses.
The Design Review Committee, at this meeting composed of the Mayor, Brent McFarland, and Mr.
Robinson, would look at the project’s elevations before the applicant submits them for the building
permit process. They are hoping to break ground in August.
2. Val Christensen stated that the Development Code’s Lighting Standards were discussed in
a previous meeting. The document, with some changes, is ready for review. He will electronically
send it to the Commissioners. The issue would be addressed at the next P&Z meeting, on June 6th.
