4. On March 07,2072 at Ciq Council Council Membet Merrill teviewed the possibilities for
a Master Planned Community. Mr. Buie said they would develop from west to east. If this
proposal is approved, they would return with mote detailed plans fot development.

its 99 ft., and it wasn't narrow.

As Property Manager for Watco Companies, LLC West Region, lwould lik-e to express the concerns of
Eastern ldaho Railroad regarding the requests for rezoning property within the City of Rexburg.
When property that abuts or is in close proximity to the property of Eastern ldaho Railroad is
rezoned from Industrial to a use that includes Residential, we are concerned because of the negative
impact this could have on our ability to serve our customers in and along the railroad right-of-way.
As more residents move closer to the ;ailroad, our industrial customers are more and more limited
or restricted from the areas they may wish to locate.
In addition, as the number of residents and citizens in close proximity expands, the possibility of
encroachment on to the railroad right-of-way by the public also increases which creates a safety
concern for Eastern ldaho Railroad.
For these reasons, Eastern ldaho Railroad respectfully objects to the proposed zoning changes.

Thank you for the opportunity to review and comment on the requests and locations as listed above.
As you may know, ldaho Department of Lands' (lDL) mission is to manage State Endowment Trust
Lands (State Trust Lands) in a manner that will maximize long-term financial returns to the Beneficiary
Institutions. The IDL mission is a constitutional mandate and is overseen by the State Board of Land
Commissioners. State Trust Lands are not managed for the public at large and should not be refened
to as "public lands' or'open space,o either specifically or in a generic sense. These are working lands
producing revenue for the Beneficiary Institutions.
ldaho Department of Lands (lDL) has reviewed the public hearing notice received on February 23d
provided by the City of Rexburg for the requests as listed above. Based on the documentation
provided to lDL, the requests will not impact State Trust Lands at this time. Should the proposed
applications be modified during the review or approval process, IDL requests that updated application
information be submitted to the Eastem Area Office for additional review.
