On Apdl 25,20't'2I{ut Roland of Eagle Rock Engineering presented to the Rexburg Planning &Zonng Coordinator a Request and.Application for a Preliminary Plat for The Dunes Apatments, to be located at approximately 900 South 5'h West. 2' On May 77 ,2012 Kut Roland ptesented to the Rexburg Planning & ZonngCommission the Request for approval of The Dunes Apartments Preliminary Plat. Dan Hanna motioned to recommend approval to City Council of the Preliminary Plat for The Dunes APartments to be located at apptoximately 900 South 5'h West, subject to additional pedestrian access at Henry's Fotk Plaza, and to meet density as specified. There was no second. Motion died. Dan Hanna motioned to recommend approval to City Council of the Preliminary Plat for The Dunes Apartments located at approximately 900 South 5'h !7est, subject to sufficient acre:age for 408 units, sidewalk connectivity to the west (Henry's Fork Plaza), and sidewalks and fre hydrants as required. Richie Webb seconded the motiorr. Cory Sotensen said he loves this plan. He wanted to go on record that he is frustrated with the proceedings tonight. Yes there is an engineer on staff, but to say the engineer is right every time is not right. He felt belittled. The commission is here for a reason, and it is to plan for the community. None opposed. Applicant Guy Robertson and Zane Powell, tepresenting I{attchnet Homes Staff: Natalie Schneider and Elaine McFerrin The Design Review Committee meets if thete is a development issue that deviates from the design standards stated in the City of Rexburg Development Code Ordinance No. 1026. The applicant is currendy going through the approval process for a Conditional Use Permit and a Preliminaty Plat for this ptoperty. Building plans have not been submitted yet. Guy Robertson had brought in building elevations fot the planned 24-plexes to be looked at by staff before going futher and submitting building plans, and it was determined that a Design Review meeting would be necessary. The front and rcar building elevations meet Development Code design standatds. The issue before the Design Review Committee is that the right /left building elevations have a 40-foot section that may not have enough features to help break up the area. Windows, doors, and a change of materials and color are included as features on the plans. The elevations and site plan were viewed and discussed. Johnny Watson felt this issue of the elevation in question was fairly insignificant because of all the other details that the buildings have. There is a nice vaiety of textutes and colors. There is a nice feel and scale to the project. The Committee members came to a decision that the project would meet design standards requirements. For the record, Johnny Watson stated there is nothing here that would set negative precedent by approving the subject elevation as it stands. The Committee is looking at the development and large buildings as a vzhole in this perspective. Winston Dyer was in agteement v/ith Mr. Watson. The Committee requested that the applicant mask the utility meters so they are not visible ftom the street. The applicants were praised for the level of cnftsmanship in past projects.
