o Commissioner Weber reported on the Legislative tour meeting. The Chamber ofCommerce expressed appreciation for the donation from the County. The currentplan is to tour Mesa Falls and then have dinner at Harriman in Islandpark. Mondaythey will be touring sites in around Rexburg. Suggestions are: Bear World, .Hemming Village and the High School. The University will also have stops along thetour. Commissioners would like to have them visit the Flight Museum and briefthem on the needs at the airport. The projected date is Septembe r 18,2013.

o Meeting Update on the 5000 South Project - Terry and John Bagley would like threeaccess roads, Keller and Associates will work on redrawing plans and get back to us.Keller is anxious to get things going as they are running up-against timjines.

Jeremiah Cochrane from BYU-I was asked by Commissioner fucks to come visit with theCommissioners to assist Madison County in creating an employee evaluation form that would
effectively measure performance to implement with our step and grade merit raises. Jeremiahgave ideas and was asked to return in the fternoon during the Department Head meeting at3:00 p.m.
Gary Shewey/Brent Saurey - Tax fssues:
Gary Shewey and Brent Saurey were present to discuss Chuck Porter's tax issue. CommissionerRicks made a motion to extend to Mr. Porter on the Beauty College properfy a tax credit whichwould value the property the equivalent of $225,000. Commissioner Weber seconded and votinswas unanimous.
Craig Rindlisbacher was present to inquire as to whether we implement a statewide parcel layerto search parcels by name. There was an extensive discussion wiih Crais on this.
Kirk Mace - Sign MOA:
This is a program that the State and Co,unty support to keep kids out of the State's custody.Commissioner Ricks moved to approve the Memorandum of Agreement for the Idaho JuvenileJustice Commission. Commissioner Weber seconded and voting was unanimous.
Dave Walrath - Public Works Updates:
Murrell Byington submitted his retirement letter. His position will be advertised and involvesdriving a garbage truck out to the Butte. Chip sealing was finished up last week in Sugar Cityand on Baker Road. Road and Bridge tore up crumbling asphalt and resurfaced the Twin ButteRoad and the Upper Toms Road. They also helped ,.iup^n"* restrooms at Beaver Dick andTwin Bridges Parks and worked on roads in the Rexburg Cemetery and Canyon Creek Road. TheSalem Highway was sealed; tailings were hauled from ITD's Pine Haven to Sheep Falls Road andwere hauled and stockpiled at the Teton Gravel Pit. Road and Bridge has been digging up badasphalt at the airport and replacing it.
Darnell Weeks - Properfy in Archer:
Darnell and his wife, Sue Ann, were present and given copies of the appraisal Commissionersreceived' The gravel pit is creating so much dust that they ieel it has created a health hazard fortheir family and the situation for them has become unbearable. A fair price needs to beestablished to help the Weeks' be able to sell their property so they can get away from the dust.Idaho code prevents the county from paying more tlanthe fair market value.
Brent McFadden - Weed Control/Airport:
Next year the Weed Department will spray and mow around airpoft buildings. The gate will needto be unlocked so they can get in to maintain the area.
Re-Zone Pier 340, City ImpactZone With City of Rexburg:
Planning & Toning appointments were reviewed. Commissi6ner Smith made a motion to acceptthe re-zone in the impact zone on l2th West. Commissioner Weber seconded and voting wasunanimous.

Craig showed the Commissioners an application he has been working on that shows voters whichprecinct they belong to and the location ofeach polling place by entiring their address and otherinformation. Sue Bagley, Deputy Election offrcer, is e*cit"a about this n-ew application and feelsit will be valuable for voters.

Shauna Ringel/ vicki Grover/Doug Hancey - centenniat update:
Commissioners asked Vicki and Shauna to update them on Centennial plans. Centennialfestivities will begin in February of 2013. A firework show is planned, and they arecontemplating when and where to hold the show. A possibility would be after the County fair,which is August 17, but would be at the high school. Th. Corn-ittee is considering a concertwith a headliner band, but individuals who would want to see the fireworks would have to travelfrom the fairgrounds to the high school. Commissioner Ricks asked for a calendar of events assoon as possible. Mr' Hancey is still talking to a few major donors and hopes to report soon ontotal donations. Anyone interested in donating at any level can contact Doug Hancey. TheCentennial Park will be constructed mostly by Madison County Public Works, *itt U" ready byJune for a ribbon cutting and will be named "Centennial Park". Urban Renewal will also heli outfinancially. Dave Walrath confirmed that we could be ready to begin the park this fall. He iscurrently working with a surveyor.
Department Head/Elected Officials Meeting:
Commissioner Ricks welcomed Deparlment heads and elected officials. He explained the budgetconstraints and necessity of raising the employee contribution for medicai insurance. Theaffordable health care act has been a large part of the increase. Employees were informed thatthere is a high likelihood that there will be slight increases again in the next few years as healthcare costs continue to rise.
Department heads were informed by Clerk Kim Muir that the Risk Management DiscountProgram is now available online. Each department will need to be responsif,le to have theiremployees complete and review each of the three policies - i.e. vehicle, personnel and sexualharassment, complete two online classes (one additional class for supervisors) and three tailgateclasses. We are asking to have this completed by October 31, 2012. There will be moreinformation emailed to supervisors.
Jeremiah Cochrane, from BYU-I, was introduced and will be assisting the county in establishinga standardized evaluation form for the County and would like Department Heads' input on theform. Consensus with the group was that qualitative evaluations would be better thanquantitative' Most concur that numbering makes it more difficult. To make the step and gradesystem work, we need justification and this is where the evaluation comes in. ihere is anemployee comment section on some evaluations that gives the employees a chance to expresstheir position and have their voice heard. Management felt that giving the employee theopportunity to speak is a great option. Jeremiah would like to build in professional developmentto allow employees to grow. Jeremiah suggested that a 1% COLA should be called an annualincremental increase to halt employee push back since the County is increasing employeecontribution to medical benefits.

Below, staff has provided all the criieria listed by Ordinan ce 1026(Development Code) that are required to be addressed, followed by staff s analysis of each criterion.
