Mayor Woodland welcomed everyone to the meeting.
Austin Child led the Pledge to the Flag.
Donnya Kosier said the Prayer.

Committee Liaison Assignments for 2013:
A. Council Member Christopher Mann: Golf Board · Emergency Services Board · MYAB
Council President Mann reported the Golf Board met last night to review. Revenues are
down and expenses are up a bit, but things are working out okay.
Emergency Services have not met; Chief Child said this is a busy summer; there is one fire fighter in
Colorado and three fire trucks are in the Pocatello area on a fire. There was an electrical fire
explosion at Basic American Foods last night. Council Member Busby asked if the Fire Department
would send any personnel to Arizona to the funerals of the 19 fire fighters who lost their lives
fighting a fire. The fire department will be flying flags at half mast, but the distance is too great to
send personnel to the funerals. There is a Fourth of July parade tomorrow at 10:00 A.M. with City
Council and the MYAB in two fire trucks. The City Council truck will be #3, and MYAB will be #4
in the parade lineup. They will have candy and beads to pass out to the crowd. The City’s old
museum fire truck will be in the parade as well. Kiwanis is providing a breakfast from 7:00 A.M. to
9:00 A.M. near Alpine Jewelers to raise money for “Show with a Cop”.
B. Council Member Jordan Busby: GIS Oversight · Airport Board.

Council Member Benfield did not have a report; however, she thanked the Golf Board for
their work on the golf course; the golf tournament last Friday was very successful and the
course was beautiful. Summerfest starts tonight with the art show reception at 6:00 P.M.in
Hemming Village. The 5k run will occur on Saturday; 2,300 runners are already signed up and
more can sign up between now and the event. More activities are scheduled all next week.
The Main Street Mile scheduled for tomorrow morning was cancelled due to lack of
volunteers and very few sign-ups.
D. Council Member Sally Smith: Legacy Flight Museum · Rexburg Arts Council (Romance Theatre
& Tabernacle Civic Center, Orchestra)
Council Member Smith did not have a report.
E. Council Member Jerry Merrill: Beautification Committee · Parks & Recreation · Traffic & Safety ·
Urban Renewal Agency
Council Member Merrill reported Greg and other employees are blowing off the sidewalks
early this morning.
F. Council Member Bruce Sutherland: Planning & Zoning · School Board · Police
Council Member Sutherland did not have a report.
Police Chief Shane Turman asked the City Council to have permission to trade in four old vehicles to
purchase two new detectives cars. They have a value of about $2,000 each. The car’s engines are failing
along with other maintenance issues.
The City Council was agreeable to trade in the four vehicles.

No. 2013 - 03
A Proclamation of the Mayor and approved by the City Council of Rexburg, Idaho, proclaiming
July 3rd to July 13th, 2013 as beginning of the Idaho Tour for the Idaho International
Summerfest for the City of Rexburg.
WHEREAS, the City of Rexburg has been given the privileged of hosting several performances of
the International Dance & Music Festival where hundreds of performers from
around the world descend on Rexburg and nearby Burley; and
WHEREAS, the City of Rexburg has been given the privileged of hosting several performances of
the International Dance & Music Festival where dancers and musicians perform in
various venues, from the Gala Performances to the Street Parade, Street Festival,
youth culture classes and other events.; and

IDAHO INTERNATIONAL SUMMERFEST

WHEREAS, in the past the International Dance & Music Festival has hosted nearly 300
different teams from 60 different countries; and
WHEREAS, the International Dance & Music Festival has been given a new name, “Idaho
International Summerfest” as well as a date and location change for 2013,
targeting the youth and young families as well as our traditional audiences; and
WHEREAS, it is a great honor to have the participants of this great event share with us the talents
and traditions of their communities and countries and show that our cultures are
more similar than they are different; and
WHEREAS, this is also a wonderful opportunity to help promote the benefits of performing arts
and to bring together citizens from all walks of life, to share in the enrichment of our
growing multi-cultural communities, it’s diversity, and to enjoy the universal language
of music and dance; and
WHEREAS, the City of Rexburg extends a warm welcome to the participants of the “Idaho
International Summerfest” and express our appreciation to those involved in
planning and promoting this event. We wish you all the best of luck for a successful
Idaho tour.
NOW THEREFORE, I, Richard Woodland, Mayor of the City of Rexburg, do hereby proclaim July
3rd to July 13th, 2013 to be the
IDAHO INTERNATIONAL SUMMERFEST
in Rexburg and encourage all citizens to attend one of the performances and help welcome the
“Idaho International Summerfest” participants to our great city.

International Summerfest”; Council Member Smith seconded the motion; Discussion: Council

Staff Reports:
Public Works: – John Millar
Public Works Director Millar reviewed the costs for building electrical maintenance. New
electrical work must be hired out because of the inspection process.
1. South end of 5th West will be paved Monday; the north end of 5th West will open today.
2. The treatment plant upgrade is still moving forward.
3. Pedestrian Street lights priority list was reviewed - eight intersections have been completed at
approximately $3,000 per light ($50,000-$70,000 has been used in total); approximately
$120,000 remains in the budget for additional lighting to complete the following list:
a. 4th West & 5th South
b. 5th West & north of 7th South
c. 7th South & Casper Avenue (Competed)
d. Casper & Elizabeth (Competed)
e. Casper & Andrew Place (Competed)
f. 12th West & 7th South
g. 12 West & University Drive (2 Lights)
h. 5th South & 3rd West
i. Pioneer & Park Place
j. 12th West & Widdison Addition
k. Main Street & north side of 3rd West (Competed)
l. 7th South & Millhollow (Competed)
m. 1000 South & 12th West – Burton School Area (Competed)
n. 4th North & Barney Dairy Road (Competed)
o. University & Golden Beauty Drive (Competed)
4. North 2nd East needs more pedestrian lighting.
5. South 5th West will need to be reviewed for right-of-way acquisition. The Section line does
not line up with 5th West. 5th West south of Main Street was supposed to be paved today, but
it was pushed back; however, it will be paved Monday and the north end of 5th West on
Main Street is paved and it will be opened this morning. There should be no conflict with
any public events, including the run on Saturday.
6. ITD is preparing to seal coat Main Street.
7. Three yard garbage containers are being purchased and paid for by owners of new
developments. The garbage containers will last about 20 years with the city replacing the old
containers.
8. Portable event risers are being renovated; however, a storage location is needed.
Finance Department – Richard Horner did not have a report.
Building Department – Val Christensen
Community Development Director Christensen reviewed a list of city building permits
calculated with the 1997 UBC fee schedule including building, mechanical, plumbing, electrical, and
Rexburg Impact Fees for the past month. He reviewed one residential permit for a home valued at
$236,959.00. The residential permit with all fees cost $8,138.78; Impact Fees were $1,761.00 or
21.6% of the total residential building permit. A commercial development with a value of $7,035,948
had a building permit fee of $69,692.31, or about 40% of the total permit. Each of the commercial
entity fees will vary according to water and sewage usage, but housing fees tend to be pretty
consistent. Housing is different from commercial because some fees such as hook-ups will be much
more complicated and expensive for commercial entities. See 1997 UBC Fees below:

Community Development Director Christensen indicated he will need his employees to
concentrate on inspections which will leave a void in the city’s building maintenance program
administered by Community Development employees.
Discussion on how to take care of the city’s building maintenance. Council President Mann
indicated full time benefits may cost more than contracting out for the building maintenance.
Council Member Busby asked about the School District’s portable classrooms.
City Attorney Zollinger indicated the temporary buildings cannot be rented out to private concerns.
Madison School District has acknowledged that the buildings will not be rented out to any non-
school related activity after June 30th. It is a violation of the City zoning ordinance if the school
district rents out these buildings.

Consent Calendar: The consent calendar includes items which require formal City Council action,
however they are typically routine or not of great controversy. Individual City Council members may
ask that any specific item be removed from the consent calendar for discussion in greater detail.

Finance Officer Horner reviewed a request to create another Urban Renewal District for North 2nd
East.
