Roy C. Klingler – County Sherriff Craig Rindlisbacher – GIS Director 1. 11:30 A.M. City/County Luncheon: Location is at 35 North 1st East (City Hall) A. Joint venture summary budgets discussions : (current and future); examples include the Fire Department; Ambulance, GIS, Airport, and Golf Course– Richard Horner. Commissioner Weber welcomed everyone to the joint luncheon to allow the Joint Governing Boards to review the joint enterprises shared by Madison County and the City of Rexburg. He expressed the need to continue to share information to help govern the shared facilities. He wanted to enhance the recreational opportunities for the county’s youth. He referred to the airport museum, golf course, dog pound, swimming pool, etc. If you fail to provide constructive activities for the youth, some of the youth will cost more money in the court systems. The County Commissioners wanted to acknowledge on the record they haven't been holding up their end of the deal on the Airport and Museum. The County works with the Fire and Ambulance Department, Airport, Legacy Flight Museum and GIS as joint ventures with the City. The County is concerned about the complaints from neighbors regarding lights and noise at the fairgrounds. The County would like to work with the City to resolve this issue. It was stated that the Pinnacle Building has sold, and there is a swim team that has no facility to use any longer. A community indoor pool for public use is needed. There is open swim time at the college each morning but the student population is growing, and we can't plan on the BYU-I pool for community use. Sherriff Klingler expressed the need for the county to share in the use and cost of the animal shelter to help with animal control in the county. Animal control funding was also mentioned and ways of coming up with funds for a facility. This is a desperate need in Madison County. Sheriff Klingler indicated that he was concerned with the effort to legalize Marijuana in Idaho. He mentioned that Monte Styles, a big player in the fight against legalized marijuana, will be coming to Rexburg on October 21-23. On the 22nd he will be at the Rexburg Tabernacle for a public meeting to get the word out on this topic. Commissioner Weber mentioned that a big issue this year is personal property tax and the possibility of it going away. These are legislative issues that will be covered this year in Boise. Council Member Donna Benfield mentioned that they have a legislative committee to allow them to have a voice as they go to Boise. Hyrum Erickson is the local chairman. They can help get the word out to help fight the effort to legalize marijuana in Idaho. A crosswalk on Main Street between County buildings to keep pedestrians safe was discussed. Finance Officer Richard Horner presented financial information on the Ambulance, Fire operations, Legacy Flight Museum, Airport, and Golf Course operations. In-kind work and prices need to be reviewed before the November 7th joint City/County meeting. Commissioner Weber stated that Dave Walrath from the County has the numbers for the in-kind work. B. Discuss the possibility of a recreation district – Matt Nielson Deputy Finance Officer Matt Nielson presented information on creating a Recreation District and the requirements to be ready to get it on the ballot by May and the possibility of passing a Recreation District. Suggestions were made and the possibility of relocating the fairgrounds and replace with a swimming pool, skating rink, hockey rink, BMX track and others were discussed. Mayor Woodland proposed that we try to get it on the ballot. Deputy Finance Officer Nielson showed a timeline showing the steps required. The first step would be to form a Recreation Committee with those involved to provide input and be a proponent for the cause. The feeling was that apartment owners and farm owners could be the hardest to sell the idea to as it would have the largest impact to tax dollars paid out. Commissioner Smith suggested having a city that has passed a Recreation District come to a meeting to explain how they marketed and got voters to pass it. Richard Horner suggests having a meeting in October to get Recreation Committee members together and discuss further. 3 4 5 6 Discussion: “Wants and Wishes” suggestions for a Recreation District. More soccer and baseball fields and possibly an indoor soccer arena. These included the many possibilities for having indoor sports that might also be able to be done in the current Madison Fair Grounds building. There were some recreation examples given that could be done in the large arena building at the Madison Fair Grounds including soccer, basketball, volleyball, inline hockey, and even recreation classes.
