In general, TJI ®Prow blocking panels or Timberstrand® LSL Rimboard is
r quired at the end of TJI ®Pro'' joists when the joist ends are bearing on an interior or
xterior wall per details Al, A2 or A3 in the Trus Joist MacMillan TJI ®ProTM' product
uide. The addition of such Blocking or Rim products is needed to transfer both
ertical (gravity) Toads as well as horizontal (shear) loads into the bearing walls.
In the case of a concrete bearing wall with a treated plate attached, and a
framed wall to the inside of the concrete wall acting as bearing for the TJI ®ProTM' joists,
joists JI ®ProTM' or Timberstrand® LSL Rim or Blocking Panels between the joists are not

Dear Mr. Dyer
We have reviewed the plans and specifications for the proposed water, sewer and storm drain design. The project
plans and specifications appear to meet State standards and are hereby approved.
Our approval is for the design. We will give final project approval after the systems are constructed. Deviations
from the approved design that might result in violations of Idaho Regulations must be reviewed by this office before
field installation. This office must be kept informed of the scheduling of all construction phases so that we can
make spot inspections as necessary.
This approval will expire May 30, 2003. If construction is not complete by the expiration date, plans will need to
be resubmitted for approval before further construction proceeds. Within 30 days after construction, a professional
engineer registered in the State of Idaho must provide this office with as -built plans, or a letter of certification
stating that the project was installed substantially according to the approved design.
A copy of the approved design and specifications will be kept on file at this office. Please reference DEQ No. 02-
05-33 when submitting any future correspondence related to this project. If you have any questions regarding this

This Notice shall satisfy the above -cited two separate but
related procedural notification requirements.
REQUEST FOR RELEASE OF FUNDS
On or about June 10, 2002 Idaho Housing and Finance Association
(IHFA) will submit a request to the U. S. Department of Housing
and Urban Development (HUD) for the release of HOME Investment
Partnership program funds under Title II of the Cranston - Gonzalez
National Affordable Housing Act as amended for the following
project:
Project Title: Main Street Station
Project Description: 68 multi- family unit complex
Location: 450 W. Main St.
Rexburg, ID
FINDING OF NO SIGNIFICANT IMPACT
Idaho Housing and Finance Association has determined that the
project will have no significant impact on the human environment.
Therefore, an Environmental Impact Statement under the National
Environmental Policy Act of 1969 (NEPA) is not required.
Additional project information is contained in the Environmental
Review Record (ERR) on file at Idaho Housing and Finance
Association, 565 W. Myrtle, Boise, ID and may be examined or
copied weekdays 8:00 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group or agency disagreeing with this
determination or wishing to comment on the project may submit
written comments to IHFA, P.O. Box 7899, Boise, ID 83707, attn:
Geralyn DiLaura. All comments received by June 6, 2002 will be
considered by IHFA prior to authorizing submission of a request
for release of funds. Commentors should specify which part of
this Notice they are addressing.
RELEASE OF FUNDS
IHFA certifies to HUD that Julie H. Williams in her official
capacity as Vice President consents to accept the jurisdiction of
the Federal Courts if an action is brought to enforce
responsibilities in relation to the environmental review process
and that these responsibilities have been satisfied. HUD's
approval of the certification satisfies its responsibilities
under NEPA and related laws and authorities, and allows IHFA to
use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will consider objections to its release of funds and IHFA's
certification received by June 25, 2002 or a period of fifteen
days from its — receipt of the request (whichever Later) oniy 3f
they are on one of the following bases: (a) the certification was
not executed by the Certifying Officer or other officer of IHFA
approved by HUD; (b) IHFA has omitted a step or failed to make a
decision or finding required by HUD regulations at 24 CFR Part
58; (c) the grant recipient has committed funds or incurred costs
not authorized by 24 CFR Part 58 before approval of a release of
funds by HUD; (d) another Federal agency acting pursuant to 40
CFR Part 1504 has submitted a written finding that the project is
unsatisfactory from the standpoint of environmental quality; (e)
the recipient has committed funds or incurred costs not
authorized by this part before release of funds and approval of
the environmental certification by HUD or the State, and (f)
another Federal agency acting pursuant to 40 CFR part 1504 has
submitted a written finding that the project is unsatisfactory
from the standpoint of environmental quality. Objections must be
prepared and submitted in accordance with the required procedures
(24 CFR Part 58) and shall be addressed to U. S. Department of
Housing and Urban Development, Environmental Clearance Officer,
400 SW Sixth Avenue, Suite 700, Portland, OR 97204 -1632.
Potential objectors should contact HUD to verify the actual last
day of the objection period.

As far as I can tell the city's portion for the waterline beyond the point of your use is:

I have reviewed the Main Street Station drawings that you have provided me and
have identified the following discrepancies:
1. A fence or a suitable buffer must be provided between parking areas and other
residential properties. Please provide fence or buffer at the East side of the
project akmg parking lot.
2. Turn the trash dumpsters so that our side loading trucks can access them
without having to back up.
3. The Fire Department has marked fire lanes onto page S -2 of the drawings that
I will return to you as your "approved set ". I have attached a copy of the Fire
Department review to the back of this document. Please contact Chris
Huskinson at (208) 359 -3010 in you have any questions concerning the Fire
Department review.
4. The 1997 Uniform Building Code (LJBC) section 1103.1.9.3 requires all grade
level dwelling units to be Type "B" Dwelling Units. Please indicate this on
plans.
5. The entry balcony of the 3- bedroom "A" unit must be constructed as per the
1997 Uniform Building Code (UBC) section 1006.3.2.3. This section requires
the walls around the entrance balcony and the ceiling to be one rated.
The code requires this when the occupancy o-f the exit is more than 10
persons. 3- bedroom-units are frequently occupied by 6 persons.
6. Detail 6 on page A -10 does not show fire separation in the crawl space. The
fire separation between the units must be maintained throughout. The pony
walls in the crawl space and up to floor decking must be fire rocked.
7. Provide truss manufacturer specifications and detail sheets. I will need These
prior to framing inspection.
8. Please provide information identifying minimum foundation reinforcement as
per UBC section 1914.3.3.
