I have reviewed the Keystone Plaza drawings that you have provided me and have
identified the following discrepancies:
1. Please identify all of the landscaped areas. The two planter areas do not meet
the minimum 10% required to be Left in landscaped area. Also, has snow
storage been identified?
2. Elevations at parking and drives are incomplete.
3. The trash dumpster is located in a position that will not allow easy access. As
it is now located, our truck would have to back in the entire length of the
parking lot to reach it.
4. There is a sanitary sewer main located near the center of your parking area.
Change the sewer service lines to connect to the internal sewer line. This will
eliminate the need to excavate out into the street. Provide manhole at end of
existing sanitary sewer main.
5. Provide bar joist details from manufacturer.
6. Page SO identifies special inspections being required for high strength bolting,
field welds and structural masonry. Who will be performing these
inspections? Please provide us information regarding frequency of inspection
and any details associated with these inspections.
7. Please identify how the roof drain is installed within the building. The floor
plan does not identify a box out in the framing below.
8. Please identify mechanical. If roof units are used, has structural
considerations been taken? If HVAC units are in the building, where are they
located? Identify if ducts will penetrate the firewall. ETC.
9. Provide a copy of the plans to the State of Idaho Electrical Bureau.
1a. The large room identified as Rental Space will require two exits and therefore
exit identification. Please identify on plans.

11. The Fire Department has reviewed the plans. I have attached a copy of there
report.

required. Landscaped areas are noted as grass hatch on the site plan.
Comment #2: The elevations will be reviewed with the contractor and additional elevations added if
required.
Comment #3: The trash dumpster has been moved to the planter area near Valley River Drive.
Comment #4: Sanitary sewer will be attached to the stubbed out line as suggested. However, there is
some difficulty in locating it. No one seems to know where it is.
Comment #5: Bar joist details are attached.
Comment #6: No Special Inspections are required for this structure. Those shown on SO are "boiler plate"
and are to apply only if those conditions exist.
Comment #7: The roof drain will be installed thru the roof near the location shown on the drawings.
Since the weight of the drain is insignificant we do not show the box out detailing on the roof framing
plan. We intend to frame between the steel bar joists with 2x2x1/4" angle to support the drain. The intent
is to hide the drain pipe in an interior wall. The drain pipe will be 4" diameter ABS.
Comment #8: Mechanical HVAC etc will be placed on the roof and supported by the steel wide flange
beams and not on the steel bar joints. The ducting penetrating a firewall is specified on the drawings as 26

Subject: Keystone Plaza Building Special Inspection
Dear Mr. Christensen,
I have spoken with the contractor with regard to the connections that were not inspected. He told me that
though he offered to open the rear wall for the inspector if needed the inspector did not request it. He also
told me that the welds inspected received praise from the inspector on their quality (as noted in thc report).
The rear wall supports the her joists which are welded to embedded plates. No other connections exist on
the rear wall. All the welding was done by the same individual so I have a high level of confidence that
though these welds were not inspected they are of the same quality as the others. In my opinion there is
adequate evidence to accept the work.

Upon review of the site plan drawings submitted the following items need to be
addressed:
1. Fire Apparatus Access: A turn- around shall be provided after 150 feet from the
entrance. This can be made possible by eliminating one parking place and using the
area around the dumpster to maneuver. The builder has agreed to this stipulation.
2. Site requires two hydrants within 450 of building. New hydrant at Sonic Drive -In and
existing hydrant on the corner of Valley River Drive and First East will suffice. This
hydrant needs to be repaired so it is usable year - around. Currently it does not drain
properly.

concerning weld and bolt inspections performed on the Keystone P1.7a building. Please
