I have reviewed the drawings to the Hart Fitness Center Remodel and have identified the
following discrepancies or questions:
1. List the type of building construction. Are there any structural elements that will be
left exposed in the ceiling area? What do the columns hold up? Will there be any
exposed steel beams?
2. A one -hour wall is needed to separate the mechanical room with the Aerobic
Conditioning room. Please show fire /smoke dampers as needed for penetrating this
walk
3. The mechanical room identifies "chemical treatment" units. Please provide a list of all
chemicals and quantities that will be used and stored in this room.
4. The Fire Department has not yet provided me with their review. I will provide you
with - a copy when I get one.
Please look into these items. I see no need for new sets of plans. You can provide me
with letters and drawings that I can attach to the plans I have now. If you have any questions
please give me a call at 359 -3020 ext. 324.

Advisory Memo
Date: 17 SEP 02
From: Bill Hamlin, Mech Inspector
To: Val Christensen, CBO
Re: Hart Fitness Center R02 -05 -18 Mechanical Systems
This Inspector arrived on site at the Sub - Contractor's (Atlas Mechanical)request
for a Mechanical Inspection (final on piping). Arrival time was 0950 hrs. All piping
had been previously pressure tested per code and specifications. Subsequent to
the pipe pressure testing, the connections were made to the Mfgr'd and existing
units. All heat and cool piping was inspected.
Additionally, the plumbing piping was inspected and approved for cover and
fixture installation. Several corrections regarding strapping etc. have been
performed over the last two months, and inspected and approved over the
construction duration. At this time only a handicapped bathroom has been
covered, but it was found to conform during previous and on -going inspection.
The vinyl pipe insulation covers remain to be installed as well as the required
labeling for direction and containment. Some eight locations require additional or
improved seismic bracing before building final.
It is noted that this Sub - contractor to Ormond Construction has been
outstandingly cooperative with the City and timely in regard to his requests for
inspection.

RE: Plan Review Comments
Hart Building Fitness Center
BYU -Idaho
Dear Val,
We have received a copy of your letter of 4/19/2002 to Rulon Nielson of BYU -I containing your plan
review comments for the referenced project. Rulon forwarded it to us for resolution and since we are the
architects for the project we will respond directly to you as follows:
Response to Comment No. 1: Construction Type - II -N, Occupancy Group - B. There will be structural
elements that will be left exposed in the ceiling area. The existing columns support existing steel beams
that support exposed steel deck and concrete floor above. There will be steel beams that will be exposed
in the finished space.
The existing structure in the building is not currently fire rated nor protected. The existing lay -in ceiling is
not a rated ceiling. The construction as it exists now is non - combustible type but not rated construction.
We have therefore classified the building as Type II -N construction.
The occupant load for the existing uses in the area of the Aerobic Conditioning space is 82 occupants and
is derived from the UBC occupant load factor for the various existing spaces that include classrooms,
exercise rooms, storage rooms, and offices. The occupant load for the newly configured space is 92. The
occupant load and use of the space will not appreciably change from its current use and occupancy.
Response to Comment No. 2: The Mechanical Room contains no boilers or fuel fired equipment and
does not meet the defmition of "cental heating plant" so does not require a 1 -hour occupancy separation
wall. See attached response from Heath Engineering.
Response to Comment No. 3: The "chemical treatment" units are supplied by BYU -Idaho and are for
the building heating water and chilled water systems. See attached response from Heath Engineering.
Response to Comment No. 4: We will respond to the Fire Department comments when received.

RE: BYTJ -IDAHO
HART FITNESS CENTER REMODEL
Dear Kevin_
In response to the City of Rexburg comments numbers 2 & 3 that relates to mechanical we
respond as follows:
Comment No. 2: A one-hour wall is needed to separate the mechanical room with the Aerobic
Conditioning room. Please show fire /smoke dampers as needed for penetrating this wall_
Response: The mechanical room houses fans and pumps, and does not house any fuel burning
equipment. If it weren't for noise and safety issues this equipment could be exposed in the
exercise room. Unless there is another reason to rate the room, the equipment located in the
room should not require the room to be rated_
Comment No. 3: The mechanical room identifies "chemical treatment" units. Please provide a
list of all chemicals and quantities that will be used and stored in this room_
Response: These units are owner furnished and I understand that they will use propylene glycol
(25 gal. 40% mix), sodium nitrite both with phenopfhelien (25 gal.). These are the common
chemical treatments used in building heating water and chilled water systems.
I would hope this answers the mechanical related questions, should additional information be
needed please let me know.
Sincerely,

AIR HANDLING UNIT SUBMITTAL
Dear Kevin:
We have reviewed the above referenced submittal and have the following comments:
(AHU -1) AIR HANDLING UNIT: Temtrol Inc. Model No. ITF -DH2O. EXCEPTIONS AS NOTED.
1. Contractor to coordinate shipment of unit in pieces capable of fitting into the building.
2. Since the chilled water has glycol, eliminate the drainable headers on the chilled water coil and
circuit the coil to have 10 passes (serpentine 0.800) with a water pressure drop of 9.12 ft. and a
total capacity of 306,300 btuh.
Submission of information by the Contractor is taken as evidences that the contractor has prepared the
information for the specific application and has verified that adequate and complete conditions for
installation and subsequent operation and maintenance will exist.
Engineers review is for general conformance with the design concepts of the project and for general
compliance with the information given in the contract documents. Contractor is responsible for access
and clearance code compliance, work methods and conditions, coordination of trades, safety, all in
satisfactory performance of the work.
We have retained one copy for our files and are returning the remainder to you.
