The allowable area for an R4 occupancy shall not exceed 3000 sq. ft. as per 1997 Uniform Building Code (UBC) Section 334.1 from Appendix Chapter 3. The Section allows increases from UBC Sections 504, 505 and 506. Section 504 does not seem applicable to this building. Section 505 would allow area increase with separation on 2 or more sides of over 20'. Only one side of the building has over 20' to a property line, assumed property line (1/2 way between buildings) or public way. The increased area allowed by providing sprinklers (Section 505.3) are to be identified in Table 5 -B and UBC Section 504.2, neither applies to R -4 occupancies. Section 506 does not seem to apply either. After discussing the issue with Reggie Fulmer of the Idaho Falls Building Department, I have decided to take his recommendation and review the project as an R -1 occupancy. The City of Idaho Falls has allowed construction of these facilities as R -1 occupancies. I have requested information from the State of Idaho of their inspections, requirements, etc. of Assisted Living Centers. Any information I receive back from the State may change some requirements. 2. The Code Analysis on page C -1 of the plans has many wrong listings. The live roof load is listed at 30 psf when it should be 35 psf The earthquake zone is listed at 2 when it should be listed at 3. Our wind zone is 80 mph not 70 mph. The location of the project will be in a category "C" wind zone. Our frost depth is 36" not 24 ". Please make the necessary changes to the plans as well as structural calculations and re- submit. Also when making the above changes to sheet C -1, please change the R -4 designation to R -1. 3. Please provide a site plan that identifies utility service lines with dimensions, sizes and types. Show parking space sizes, parking aisle dimensions, handicap space, handicap signs and handicap access from parking to building. 4. Please show minimum vertical and horizontal reinforcement in foundation as per UBC Sections 1914.3.3 and 1914.3.5. If the engineer has performed structural analysis that would allow the rebar configuration as it is shown on plans, please provide the calculations. 5. Identify the size (btu) of the furnaces and water heaters. 6. Electrical drawings should be provided to Mark with the State of Idaho Electrical Bureau. 7. The exits do not meet the 'A of diagonal length as required by UBC section1004.2.4. 8. The living room and activity areas do not meet the light requirements of UBC Section 1203.2. 9. Provide an egress window in each bedroom. The scale of the plans is too small for me to identify the size of the windows. They should meet the requirements of UBC Section 310.4. 10. Provide Draft Stops as per UBC Section 708.3. 11. Please provide drawings with details for handicap accessible bathrooms. Include turning space for 60" circle, hand bar location, sink heights, knee space, fixture heights, etc. 12. All areas customarily occupied by humans shall be provided with natural ventilation by means of operable exterior openings with an area of not less than 1/20 of the total floor area or shall be provided with a mechanically operated ventilation system. Such system shall be capable of supplying a minimum of 15 cubic feet per minute of outside air per occupant as per UBC section 1202.2.1. The Fire Department has not reviewed the plans. They have requested a larger set be provided for their review and may have additional requirements. Please provide me with 2 new copies of the corrected plans. The Division of Building Safety does not regulate or inspect privately owned assisted living facilities (other than construction inspections for electrical and plumbing systems in counties and some cities). The Department of Health and Welfare may have some regulations governing these facilities. Their phone number is 208.334.5500. Your question about occupancy classification is a good one. I can give you my opinion on how to handle it. This is my personal professional opinion and may not be that of the Division of Building Safety. For years I have classified the occupancy of buildings based on what the owner or the owners representative has told me. I do not assume that they are hiding the truth or misleading me. If I think that there is a strong possibility that they may change the use in a way that will violate the code, I ask for the owner to provide a description of the use of the building in writing. I will also document the reason for the classification and the limits that classification will impose on the use of the building. The actuality is that we approve building for a specified use or range of uses without any knowledge of, or control over, the future uses. If the use is changed to something other than that which was approved, we treat that as a violation of the "change in use" section of the code. This is the way I have handled this issue, even if the "change in use" violation takes place on the day they move in. In short, I don't take an enforcement action based on an "it may happen ". The code analysis on drawing C -1 has been modified to the conditions of Rexburg and plans checked for compliance to those conditions. 3. The modified site plan with the requested information will be delivered under separate cover. 4. Details on S -2 modified to show foundation reinforcement in compliance with UBC. Re -bar initially shown was for a block foundation and didn't get changed with the revision. Thanks. See attached drawing S -2. 5. Water heater BTU is in Fixture schedule and furnace BTU capacities are in Equipment Schedule. Both are on M /P -1. BTU capacities are also identified in both the gas calculation and isometric, detail "D ", on the same drawing. 6. Electrical drawings are being forwarded to the State Electrical Bureau. 7. The front door has been off -set to the left to meet the separation requirements of the exits with the R -1 occupancy designation. See attached drawing A -2. 8. Four 4' X 4' skylights have been added to the building. Two are located in the activity room and two in the living area. See attached A -2 drawing. 9. Windows meet the egress requirements. The large scale drawing of A -2 attached shows compliance with Section 310.4. Windows are nominally 5' X 5', half of which is operable. 10. As allowed in Section 708.3.1.2.2 with an approved automatic sprinkler system the area allowed for draft stops can be up to 9.000 square feet. We have such a system specified, therefore no draft stops are required in the building. 11. "Typical Accessible Bath" detail has been added to drawing S -2 showing required information. The 60" circles are all ready shown on A -2. We have added the hand bars to this drawing. 12. Ventilation requirements have all ready been identified on the drawings. See keyed note #8 on M -1.
