I missed you on Friday afternoon. I wanted to make sure that you understood that we
could not get all of your comments incorporated into the plans and specs, for the ZYU -I
Student Family Housing project before we had to be out for bids. Just after the first of the
year we will begin putting together addendums for the revisions that need to be made.
Those addendums will take care of the comments from you and Chris Huskinson.
Please note that the structural calculations are based on an 80 mph wind load. When our
structural engineer came on board, the 90 mph that we were using caused some flags to
be raised on his part, He talked to a Blair Kay and received the 80 mph wind loading
requirement.
Please destroy the sets of plans and specs that you used for your review and utilize the
ones that I delivered last Friday for the construction phase of the project. Again, the
addenda that are issued in early January 2003 will take care of the issues that were
raised by you and Chris.
Thanks for your cooperation in these matters.

1 have read through all the comments and have the following responses.
1. The parking plan includes two handicapped accessible spaces, one with
an aisle along side and ............

Please turn to the "overall" site plan SP1. Note that the handicapped stalls are
13' -0" (8' -0" for auto and 6 -0" for accessible aisle). I'm sorry that the Site Plan
does not graphically show an aisle but there is space allocated for each
handicapped stall.
We would also like to add a handicapped stall West of the clinic as seen in the
attachment SK -1. We want to locate it here to provide multiple locations for
students, faculty and /or employees.
2. The waiting area is of a size that will require 2 exits as per Table 1004.2.1.
of the 2000 International Building Code (IBC). Exit signs will need to be
added the other entrance(s) that connects to the exit hallway.

Dear Mike,
I have reviewed the drawings for the BYU Idaho Student Health and Counseling Center
and have identified the following discrepancies:
1 The parking plan includes two handicapped accessible spaces, one with an aisle along
side and one without. The ADA guidelines for Accessible Design requires that a 5
foot aisle be included along side each handicapped accessible space. Additionally, the
amount of required handicapped spaces (by my calculations) should be 3, not 2. If we
identify the number of required parking spaces using the Rexburg Zoning Ordinance
requirement of 3' spaces per 1000 sq. ft. of building space, the result is 61 required
spaces for the 20296 sq. ft. building. The ADA Standard for Accessible design
identifies that 3 handicapped spaces are to be provided. I feel that these numbers are
conservative for a building that will have an occupancy of over 200 people.
2 The waiting area is of a size that will require 2 exits as per Table 1004.2.1 of the 2000
International Building Code (IBC). Exit signs will need to be added to the other

Site Rock Blasting:
• The term Blasting is to include drilling, blasting and of removal of material.
• The Base Bid for blasting of rock is to include 2,040 c.y. of material as well as a unit cost for more or
less material. Trench Blasting consists of 600 c.y. and Mass Blasting consists of 14,040 c.y.
• Trenching is to be done along a "neat" line of 4' wide x 4' deep x length. Contractor is to remove all
loose material then fill back to "neat" line. Place utilities then backfill all trenching.
• Rock is to be cleaned before any footings are placed.
Site Rock Drilling and Grouting:
• Drill holes 3" diameter x 10' deep @ 10' o.c. along all footings and at each column location.
• All holes are then to be grouted to fill any voids.

Dear Mike,
I have reviewed the drawings for the BYU Idaho Student Health and Counseling Center
and have identified the following discrepancies:
1 The parking plan includes two handicapped accessible spaces, one with an aisle along
side and one without. The ADA guidelines for Accessible Design requires that a 5
foot aisle be included along side each handicapped accessible space. Additionally, the
amount of required handicapped spaces (by my calculations) should be 3, not 2. If we
identify the number of required parking spaces using the Rexburg Zoning Ordinance
requirement of spaces per 1000 sq. ft. of building space, the result is 61 required
spaces for the 20296 sq. ft. building. The ADA Standard for Accessible design
identifies that 3 handicapped spaces are to be provided. "I feel that these numbers are
conservative for a building that will have an occupancy of over 200 people.
2 The waiting area is of a size that will require 2 exits as per Table 1004.2.1 of the 2000
International Budding Code (IBC). Exit signs will need to be added to the other
entrance(s) that connects to the exit hallway.
3 Please provide cut sheets for all HVAC Units.
4 The Fire Department has reviewed the drawings and I have attached a copy of their
report to the back ofthis document. Please address their concerns.

In reply to owner review comments, these are some of the mechanical and plumbing Items that
were re- designed and re- specified for the bid documents. All items are not necessarily listed.
M402, M100: Plans have been revised so that all heat exchangers have Automatic pump traps (APT) in
lieu of separate steam traps and pressure return condensate pumps. The vents from the APTs tie back
Into the condensate drains to recapture flash steam and create a closed loop system.
Pot feeder removed from Hot water heating loop. Chemical tank, pump, alarm, and water feed have
been designed and specified in lieu of pot feeder. Specified companies for water treatment now include
Chemtreat, Powers, and Water Tech in Section 15545.
M012: Buried Chilled water line detail has been revised, buried in sand, dimensions shown, and
gilsulate material not shown.
M001: All of the missing equipment schedules were added. The chiller is listed to have full lowered
sides for protection from weather.

Mike,
The major structural issues that have changed from the previous bid set to the current
bid set is that all Top of Footing elevations have been altered according to the site
survey of existing bedrock locations. These new elevations have caused that some of the
concrete stem wall heights have increased dramatically. Some other effects have caused
some of the steel columns too now require concrete piers. Some of the braced frames on
the north end of the building now require shear walls between them based on these new
footing elevations. The only other change, is the flat portion of the high roof has been
recessed to accept mechanical equipment. Refer to details C3 & C5 /SF513.
This encompasses the major structural changes in this current bid package. If you need
any information let me know.
