Egress exiting was considered but the spa would be used very little but exiting should still be considered. After looking at several answers to my post on the ICC bulletin board the consensus appeared that spa steps should not be considered stairs to another level therefore not required to be compliant with the code. Another reply stated 5 people or less but needed to comply with IRC. There would only be 2 max. probably in this spa and the IRC does not apply to a motel/hotel. Another considered the spa to be like playground equipment inside which would make some kind of sense along with an indoor climbing wall. How is the wall to be inspected? A combo inspector said "it did not apply" but gave no reasons why. Steps to a spa outside the building are not considered in the code how much different is there to the spa being inside? Inside an egress issue might be considered but from a spa? What about from a bed 24" high or bunk beds is the spa considered furniture? After going through all the posts and the codes I am leaning more to it not being between levels and therefore not considered a stairway or for egress even though you might have to egress out of the spa in an emergency. The spa should be considered more like furniture not as part of the building even though this is built into the room. These steps are pretty much slip resistant (sprayed concrete) and the oriental room will have a handrail which is the worst case.
