COMPREHENSIVE PLAN
Resolution 2008 -19
WHEREAS, on the 06 day of A 2008 the City Council for the City of Rexburg was
duly convened upon notice properly given and a quorum was duly noted; and
WHEREAS, the appropriate public hearings have been held before the Planning and
Zoning Commission on July 17`'', 2008; and the City Council on August 06''; including a
work meeting on August 25, 2008, with regards to amendments to the City of Rexburg Vision
2020 Comprehensive Plan dated the 17 of July, 2008; and
WHEREAS, the City Council reviewed and approved the requested changes as delineated
by area; including the addition of proposed Collector Streets, Minor Arterial Streets,
Arterial Streets, Commercial Nodes and Neighborhood Nodes with regards to amendments
to the City of Rexburg Vision 2020 Comprehensive Plan, dated the 17 of July, 2008;
NOW THEREFORE, by resolution duly adopted on the date first above written, be it
resolved by the Mayor and the City Council the following:
The City of Rexburg does hereby accept and adopt the recommendation of the Rexburg City

Comprehensive Plan Document 2020 and Comprehensive
Plan Map
On June 17, 2008, the Rexburg Planning and Zoning Administrator directed the Rexburg
Planning and Zoning Coordinator to proceed in scheduling a Public Hearing for the new
Comprehensive Plan Document 2020 and the Comprehensive Plan Map for the City of
Rexburg.
2. On June 26, 2008, the City Clerk sent the Notice of Public Hearing to be published in the
local newspaper for July 2, 2008 and July 12, 2008.
3. On July 17, 2008, Laura Hanson, with Cooper Roberts Simonsen Associates, urban
planning consultants for the City of Rexburg, presented to the Planning & Zoning
Commission the Comprehensive Plan Document 2020 and the Comprehensive Plan Map
for adoption.
David Stein motioned to recommend to City Council the adoption of the City of Rexburg
Vision 2020 Comprehensive Plan Document and the Comprehensive Plan Map, to include
any typographical edits that the staff may want to include. Charles Andersen seconded the
motion.

4. On August 06, 2008 Mayor Larsen as Laura Hansen to review her notes on the issues to be
discussed at the work meeting with City Council. Note: The work meeting zvith Cooper, Roberts,
Simonsen Associates is scheduled for Monday August 25` at 730 A.M. in the morning.

Laura Hansen reviewed the issues she took note of from the meeting:
1. Office use near the hospital;
2. 2 nd East Corridor;
3. Building heights;
4. Overlay Zone requirements;
5. Residential Design Standards — explore other options for the look of homes;
6. Leap Frogging — encourage or discourage;
7. Commercial Corridors — North 2 nd East North Interchange and West main Street;
8. Balance private interest with community interests;
9. Consider the legitimacy and longevity of the plan;
10. Variety of tools to modify road standards — take out narrowing of streets;
11. Pocket parks with a neighborhood association paying to maintain the park;
Council Member Stevens moved to table the Comprehensive Plan and Map until a work
meeting is scheduled; Council Member Woodland seconded the motion; Mayor thanked the
public for the input; all voted aye, none opposed. The motion carried.
5. On September 03, 2008 Council Member Stevens moved to accept the preferred Land
Use Map dated September 3` 2008 with the land use changes as presented and discussed
including the following:
A) Area 2: at 208 E. 3` S. from "Low- Moderate Residential' to "Moderate -High
Residential Density"; and
B) Area 4 : from "Low- Moderate Residential' to "Mixed -Use" including 29 South 2nd
East, 35 South 2nd East, 45 South 2 East, 228 East Main, 219 East 1 St South, and
Located directly behind home at 219 East 1 St South:

Council Member Stout seconded the motion; Discussion: Council Member Erickson
indicated Area One and Area Three would need to be included. Those changes were

included on the map. Council Member Mann stated he was in agreement with the land use
change for the Benfield property and some of the other changes by the City Council;
however, he felt some of the changes were a mistake to some of the neighborhoods. People
made themselves very clear and expressed how they feel in opposition to Area 2 and Area 4.
The City Council is going right against what they asked the City Council to do; and now the
City Council is making a change, especially at the Nef house. If the neighbors knew the City
Council would do this tonight, they would be here in force to let their feelings be know. He
felt the neighbors walked away from the meeting the other night thinking it was the end of
the public hearing. He was unsure if all the neighbors had been notified of the meeting here
tonight; that this was going to come again for a change. They were aware of the proposed
change and they were against turning homes into apartments in their neighborhood. If he
votes nay, he wanted the City Council to know which two properties he was voting against.
He felt they were taking tools away from the local neighbors to have more input into that
change. Mayor Larsen called for a vote:

6. On November 19, 2008 Mayor Larsen introduced Resolution 2008 — 19 for the adoption
of the Comprehensive Plan 2020 and he asked if there were any changes or corrections to
the draft Comprehensive Plan 2020. The draft Comprehensive Plan is adopted by passing
Resolution 2008 -19.
Council Member Woodland indicated there were some miss spelled words needing to be
corrected. Otherwise, the City Council agreed the updates and corrections requested in
previous City Council meetings to the draft Comprehensive Plan had been addressed.
Council Member Erickson moved to approve Resolution 2008 -19 adopting the
Comprehensive Plan 2020 with typo cleanup per Council Member Woodland; Council
Member Stout seconded the motion; all voted aye, none opposed. The motion carried.

I submit the following comments regarding the Preferred Land Use Map you will be

Foremost, I compliment the City for its efforts to orderly plan growth which is surely
coming to Rexburg. The current national economic conditions have merely allowed a
short pause in the intense activity Rexburg has seen in the past decade; the hectic pace of
growth will continue in this wonderful community.
My specific comments regarding the map concern the corridor from West Main to Teton
Lakes and The Links golf courses along 12 West; I feel this area would be best
designated as Neighborhood Commercial/Mixed Use rather than Low and Medium
Density Residential A commercial/mixed use designation would allow for light
commercial to service the golf course patrons as well as the significant population in the
Hibbard area. As a Realtor I encounter resistance from home buyers when a home is
close to heavily traveled roads such as 12 West and especially US20. In large
metropolitan areas people have fewer choices and become compelled to live on major
thoroughfares, but in Rexburg we are fortunate to have more pleasing choices. I am
concerned the area on 2 nd East north of 7 North to US 20 has very similar concerns; that
corridor frontage is a natural for Highway Commercial then MDR as a buffer into an
LRD designation.
As the consultant has attempted to disperse traffic off of 2 East they have drawn in 5
new river crossings; an `ideal' plan but one that seems too expensive to even dream of
accomplishing. If only one of those additional river crossings is likely to be affordable,
how would that change the designations on this map?

My name is Russel Squires and I own property on the east side of` I nd East, just uurth of
Artco. As a property owner, please consider "my grop ri htef. I am writing to
Object the changing of my property from land designation of Commercial to a "19usinese
Park" designation on the proposed `hew" Comprehensive Plan acid IMat).
Prcviously, When Rexburg and Sugar City were fighting for con
East corridor coming from the north interchange into Rexburg, I
Rexburg wanted to control and prescive this "commercial corrid
annexed me even though I owned 20 acres of agriculture land bu
would designate my frontage on 2 " East as "commercial ". The
Plan and Map reflects my property as being "commercial ". The `
Plan and Map designates my frontage as "Business Park ". The

"commercial ". I just want to remind officials of Rexburg of their
hope that Rexburg is not trying to pull another fast one on me.

FOR THE CITY OF REXBURG
NOTICE IS HEREBY GIVEN that a Public Hearing will be held 6�h August, 2008,

FOR THE CITY OF REXBURG
NOTICE IS HEREBY GIVEN that a Public Hearing will be held 17th July, 200$,
at 7:05 p.m. in the City Council Chambers of the City Building at 12 North Center, Rexburg, Idaho,
before the Rexburg Planning and Zoning Commission of the City of Rexburg, Madison County,
Idaho, to consider amending the current Comprehensive Plan document 2010; and the
