Brad will be inspecting the refrigerant monitoring system this afternoon. The landscaping on the north end of the addition will not be completed at this time as the Viking Drive roadway must be raised and reconstructed before the addition sidewalks and driveway can be extended to the reconstructed Viking Drive. Without the hardscape areas being completed the irrigation, grass and shrubbery can not completed this year. The Viking Drive reconstruction will be completed next summer to coincide with the completion of the Auditorium. I hope this does not prevent the issuing of the C of 0 for the Addition. Pressure was actually on the steam line all weekend and the BYU1 employees were watching the pressure, and it did not lose pressure all weekend. Because the condensate line will almost never see pressure above 30 psi operating pressure, I am confident that the test performed was more than adequate. Shatzer Subject: Pressure Test The City (Quinton Owens) and T2M (Bret McGowan) want some verification that BYU -I and specifically you are OK with the testing performed on the new 12" steam and 6" condensate piping. I will attempt to explain what and why we did as we did for the testing. The pressure testing stared at 10:30AM. The steam pipe is new pipe material from the fill location in the basement, around the perimeter of the basement, through the tunnel area, through the expansion loop and to the connection to the existing pipe south of the new building (expansion loop). The existing 10" pipe extends to the valve pit near the phyiscal plant building. In the pit there is a pancake between the existing 10" valve and the 10" pipe flange. Other smaller valves in the pit have been plugged. The pipe system was filled with water and pumped to 175 psig. No leaks were observed in the piping sytem. The pressure within the pipe actually raised: 1) due to live steam on the opposite side of the pancake and 2) the sun on the exposed pipe. At 1:05PM we dropped the steam pipe pressure from 225psi to 175psi by letting water from the system. By 2:OOPM the sun had clouded over and the pressure dropped to 170psi. By 2:40PM it was still cloudy and the pressure was 160psi. No leaks were observed for any on the new 12" pipe welds. At this point we stopped the test feeling we had complied with the intent of specification 32 0800, para 3.06. The 6" condensate piping system is more dificult to test as we had to use the existing piping in the basement. The new piping welds to the existing piping near the basement wall (near the 'tunnel') and runs back to the existing 6" valve before the condensate tank. From this connection new piping extends through the tunnel, through the expansion loop and is terminated at the interface with the existing condensate pipe. Here a blank is welded to the new condensate pipe. The existing 6" valve at the condensate tank started a small drip between the valve body and the bonnet soon after the test pressure of 130psig was reached. The 3/4" valve on the drip leg also started to leak as water was dripping from the drain valve immediately down stream of the drip leg valve. The valves seemed to hold well until a little over 2 hours into the test. At 12:20PM, the pressure was still 130psig. By 1:05PM the pipe pressure had dropped to 90psig. We decided to pump up the pipe pressure to 125psig to maintain the test pressure on the welded sections of pipe. This required us to pump up the pressure 3 times before 2:40PM. At this point we terminated the test as there were no leaks in the new piping for the 4 hour period. Do you concur that we have a valid test for the new piping system? Answer: Steam 175psi, Condensate 125psi. Discussion: For the steam where we have a 125 operating pressure system, the test pressure should be at least 1.5 times the working pressure, nominally 175 — 200 psi, established, sustained, and observed over time, as specified. This works because all of the new joints are open for inspection. We are interested, but not concerned for the old piping, we just want to observe the new. For the condensate line, working with new system elements, the same test pressure would be fine because all of the piping components (traps valved out of the test) would take the pressure and the pressure serves to express any defects. Roy wonders if the condensate piping at this point isnot going to see any pressure to speak of going forward, to which there is exception. !f the condensate line headed south is at some time valved off in the plant, there is the potential to back water up the hill to the south, in the future as far as the Thomas Ricks building before it might come back through the north side of the loop. The back pressure under pumping could beODthe order of5O-75psi. | conclude that if175 psi seems a stretch for the condensate line test pressure, 125 psi is probably not unreasonable, and the same setup used to test the steam line can probably be used to test the condensate line, maybe at the same time and at the lower 125 psi, or if KK wants, at the higher 175 psi pressure.
