The Rexburg Redevelopment Agency and the City of Rexburg are in the process of planning
for the building or widening of arterial streets and boulevards in your area and seek your
input and agreement.
We are holding a meeting to discuss the infrastructure plans and would appreciate your
attendance. We will be displaying the plans and discussing the alternatives for funding. The
funding alternatives do not require any increase in your taxes. State and federal funding plus
revenue from new construction in the area will pay for the improvements.
Please meet with us on November 2, 2006, at 7:30prn at City Hall, 12 North Center.
If you cannot attend the meeting, please let us know by calling the Mayor's office at 208-
359 -3020 ext. 328, so we can meet with you individually.

WHEREAS, on the 07`'' day of February 2007 the City Council for the City of Rexburg
was duly convened upon notice properly given and a quorum was duly noted; and
WHEREAS, the appropriate public hearings have been held before the Planning and
Zoning Commission on January 04t 2007; and the City Council on February 07t 2007,
with regards to amendments to the City ofRexburg Vision 2020 Comprehensive Flan
Map dated the 15' of December, 2006 and
WHEREAS, the City Council reviewed and approved the requested changes as delineated
by area with regards to amendments to the City ofRexburg Vision 2020 Comprehensive
Plan Map, dated the 15t of December, 2006

Rexburg Preferred Land Use Map be changed to "Transitional Agriculture "; said property more

1. On October 12, 2006, Brad Archibald presented to the Rexburg City Planning & Zoning
Coordinator a Request for a change in the Comprehensive Plan Map (Refer to the Proposed City
of Rexburg Land Use Amendments 06 -00530 Area # 1).
2. On October 30, 2006, Cedar Falls, LLC presented to the Rexburg Planning & Zoning
Coordinator a Request for a change in the Comprehensive Plan Map (Refer to the Proposed City
of Rexburg Land Use Amendments 06 -00530 Area #2).
3. On December 14, 2006, Kerry Schneider presented to the Rexburg Planning & Zoning
Coordinator a Request and Application for a change in the Comprehensive Plan Map (Refer to
the Proposed City of Rexburg Land Use Amendments 06 -00530 Area #3).
4. On December 15, 2006, the City Clerk sent the Notice of Public Hearing to be published in the
local newspaper for December 19, 2006 and December 30, 2006. A notice was posted on the
properties on December 28, 2006.
5. On January 4, 2007, the eight areas in question were presented to the Rexburg Planning &
Zoning Commission.

City Council.
AREA 1
Council Member Stevens moved to approve the Preferred Land Use Map change for Area One
from "Open Space" to "Transitional Agriculture" based on the Planning and Zoning
recommendation; Council Member Young seconded the motion; Discussion: Mayor Larsen asked if
the County needed to approve the changes to the land use designation in the Impact Area. Planning
and Zoning Administrator Leikness said it was a city visioning document. It was not a property
rights decision. It is a city visioning document, which potentially steers rezoning applications.
Mayor Larsen called for a vote: all voted aye, none opposed.
The motion carried.
AREA 2
Council Member Stevens moved to approve the Preferred Land Use Map change for Area 2 as
recommended by Planning and Zoning from Commercial to Industrial; Council Member Benfield
seconded the motion; Discussion: all voted aye, none opposed.
The motion carried.
AREA 3
Council Member Mann moved to approve the Preferred Land Use Map change for Area 3 as
recommended by Planning and Zoning from "Low- Moderate Residential" to "Commercial'; Council
Member Erickson seconded the motion; Discussion: all voted aye, none opposed. The motion

AREA 4
Council Member Schwendiman moved to approve the Preferred Land Use Map change for Area
4 as recommended by Planning and Zoning from "Moderate -High Residential" to "Commercial',
and the non - farmland area in the Southwest corner be designated "Open Space. "; Council Member

Young seconded the motion; Discussion: Council Member Erickson asked Mr. Warnick if the
motion was sufficient to address the neighborhood concerns. Mr. Warnick was concerned if the City
Council recommendation would hold up in a Planning and Zoning action. Does it say "no matter
who is there, it must be done" or is it just a suggestion. Council Member Erickson explained the
current City Council can't guarantee anything once they are out of office. It will be very helpful to
the Planning and Zoning Commission to know the buffer had been the recommendation of City
Council. It is about the best protection the neighborhood can get on the issue at this point in time.
A question from the audience: Will the buffer be installed first before building construction?
Mayor Larsen said if the condition for a buffer is tied to a zone change, it has to be installed before
building construction; otherwise, the zone would not be allowed. If this land use change is approved
tonight, it will change the future goals of the City Council. We would anticipate this area being
developed as commercial. The current multi- family zoning would not allow any commercial
buildings. The applicant would have to apply for a zone change. In the zone change hearing the
buffer could be tied as a condition to the zone change. Mayor Larsen said the next motion will
asked the Planning and Zoning Commission to require a buffer as a condition to any zone change.
The cost of the buffer would be the responsibility of the developer. Mayor Larsen asked for a vote
on the motion: all voted aye, none opposed. The motion carried.
Council Member Schwendiman moved to direct Planning and Zoning to condition the zone
change upon proper buffering with input from the neighborhood for this area; Council Member
Mann seconded the motion; Mayor Larsen asked for a vote on the motion: All voted aye, none
opposed. The motion carried.
AREA 5
Council Member Erickson moved to approve the Preferred Land Use Map change for Area 5 as
recommended by Planning and Zoning from "Low- Moderate Residential" to "Mixed Use" except on
acre in the SW corner of the property which would change from "Low- Moderate Residential" to
"Commercial"; Council Member Schwendiman seconded the motion; Mayor Larsen asked for a vote
on the motion: all voted aye, none opposed. The motion carried.
AREA 6
Council Member Young moved to approve the Preferred Land Use Map change for
Area 6 as recommended by Planning and Zoning change for "Tract 1" from Moderate -High

At such Public Hearing the Rexburg City Council will hear all persons and all objections and
recommendations relative to the Comprehensive Plan Map revisions that will be proposed.
The City Council encourages all City residents to participate in the process to amend the
Comprehensive Plan Map. Citizen's comments may be submitted in writing or by email during the
fact finding period to the City Clerk at City Hall located at 12 North Center Street, Rexburg, Idaho,

prior to 4:00 p.m. on February 06, 2007. All interested persons are invited to offer their views and
vision for the City of Rexburg for the next 10 plus years of development.

NOTICE IS HEREBY GIVEN that a PublicHearing will be held January 04, 2007,
at 7:15 p.m. in the City Council Chambers of the City Building at 12 North Center, Rexburg, Ilaho, before the
Rexburg Planning and Zoning Commission of the City of Rexburg, Madison County, Idaho, to consider

It is proposed to review the current Comprehensive Plan Map and consider making amendments to
the Map as needed to reflect the community's vision for the growth of the community in the next 10 plus
years. As the community is experiencing substantial growth at this time, the community's vision for the
growth of the City needs to be reviewed.
At such Public Hearing the Rexburg Planning and Zoning Commissionwill hear all persons and all
objections and recommendations relative to the Comprehensive Plan Map revisions that will be proposed
The Planning and Zoning Commission encourages all City residents to participate in the process to
amend the Comprehensive Plan Map. Citizen's comments may be submitted in writing or by email during the
fact finding period to the City Clerk at City Hall located at 12 North Center Street Rexburg, Idaho, prior to
4:00 p.m. on January 0Yd, 2007. All interested persons are invited to offer their views and vision for the City
of Rexburg for the next 10 plus years of development.
