Sky Meadows -Preliminary Plat
1. On August 24, 2006, Winston Dyer presented to the Rexburg Planning & Zoning Coordinator a Request
and Application for a Preliminary Plat for Sky Meadows.
2. On September 7, 2006, Winston Dyer presented to the Rexburg Planning & Zoning Commission the
Request for approval of the Preliminary Plat for Sky Meadows.
Joe Laird motioned to approve the preliminary plat for Sky Meadows with the provision that the developer
meet all the requirements that have been listed by the Public Works department, particularly the issues of
storm drainage, street steepness, and the development of Poleline Road. Mike Ricks seconded the motion.
Mike Ricks said if the City is going to let development on Poleline Road extend to the east, they are going
to have to shut off Morningside Drive from entering Poleline Road. This is a dangerous, dangerous spot.

3. On September 20, 2006, the City Council reviewed the preliminary plat. Council Member Erickson
made the motion to approve the preliminary plat with staff analysis attached, and watched very carefully by
the staff with regard to sewer and drainage. Council Member Stevens seconded the motion; Mayor Larsen
asked Council Member Erickson why Marianne Mounts opposed the plat. Council Member Erickson didn't
know why she opposed the plat. He said it was more personal than factually based. Council Member Mann
was very concerned about several issues. Is this area where Rexburg wants to grow? He thinks there are
several issues that still need to be reviewed and discussed. All voted aye, none opposed. The motion
carried.

Buyers of 37 acres north of Vista Funding Preliminary Plat
Dear Commissioners;
This letter. is to request a 30 day deferral of the 'Vista Funding Preliminary Plat. This plat
is adjacent to and takes access for sewer, water, and transportation to their proposed plat
through our property. We will be meeting with our planner on Saturday, Septc~rnbcr 9,
2006, to review the proposed Vista Plan and begin conceptualir_uig work on our 37 acres.
We agree that transportation and utilities should be shared however as these major access
points cross our property we would appreciate the opportunity to provide input to the city
and the contiguous developers. We hope our work will provide for a well planned area
for this most important location in Rexburg. We hope that our request is not too arduous
but will allow a reasonable period of time fvr uti to do our work with the city and the
contiguous property owners.
