The License number Space Heater Unit Heater Date 's permit fee schedule is the same as required by the State of Idaho 5 ~ 0146 ~6 0 Date: 4/26/06 Westwood Theatre Remodel To: The City of Rexburg This evaluation of the Westwood Theatre in Rexburg, Idaho was made using the first published Uniform Building Code - 1927 edition and the current 2003 I.B.C. code used today. Historic Fire Codes at the time period this building was constructed and the International Fire Code used today were not used in making any determinations and should not be totally disqualified if certain situations are deemed and proven dangerous by the jurisdiction in responsible charge. Furthermore any building that could be qualified as dangerous can be abated or made to become compliant to the code that would have been applicable at the time. Having said this I wish to express my professional view on this building. Historic codes such as the one I referenced above would have required the entire stage and the under-portion of the stage to be sprinkled with an automatic sprinkling system (ref. Sec. 607 1927 UBC). The reason being that there are many electrical outlets and wiring schematics (under and above the stage area) to handle all of the lighting and sound and even props and mechanical needs. Also there is a heavy lighting scheme above in the fly galleries. Then you add the many curtains that are needed and you have an extreme fire potential area. This specific stage however is void of most of the problems that would contribute to a high fire potential i.e. no lighting at ceiling, no curtains at proscenium or in the stage area. Today's code would let you get away without sprinklers because the stage area is under 1000 sq ft. and less than 50' high and the stage is less than 4' in height. However if the stage height is over 4' or 1000 sq ft or 50' high then special requirements apply including sprinklers and a 2-hr fire resistive proscenium wall. The underside of the stage will also need to be separated with 5/8" sheetrock if used as a storage area for other than tables and chairs, regardless of size and height. Based on the fact that most of stage is built in front of the proscenium wall and there are no curtains or lighting fixtures above contributing to the fire potential, I do not see the need to require the stage to be sprinkled. I would recommend removing the heaters underneath the stage as an extra precaution. However, if the stage is ever enlarged to over 1000sq ft, or remodeled to provide a proscenium wall with curtains and a fly gallery with supporting curtains and lighting then the stage would definitely need to be sprinkled. As for the rest of the building, the exit system is compliant for today's standards as well as those required for this building in its day. It only requires two exits for the 420 occupant load and has 3 exits that comply. Exit width is also more than the required 84" width. The exits are spaced farther apart than %z the diagonal of the building and travel distances and common paths of egress travel don't exceed the requirements of today's code. The improvements of the accessible bathrooms are also adequate. There are other concerns such as ventilation of the projection room and the separation of the boiler room that should be addressed by your Building department.
