On October 6, 2005 Ronald Reed presented to the Rexburg Planning & Zoning Secretary a Request and Application for a Rezone from Light Industrial (LI) to Professional Office (PO). 2. On October 25, 2005, the City Clerk sent the Notice of Public Hearing to be published in the local newspaper for October 29, 2005 and November 12, 2005. A notice was posted on the property and sent to all property owners within 300 feet of the above mentioned property. 3. On November 17, 2005, Ron Reed presented to the Rexburg Planning & Zoning Commission a Request for a Rezone from Light Industrial (LI) to Professional Office (PO). He explained that they want to build a structure about 6,000 sq. ft. for their Child and Family Resource business which will serve children in the Madison County and Sugar City District. They plan to design the building to blend well with the homes nearby. Mary Ann Mounts motioned to accept the plan to rezone the property from Light Industrial to Professional Office Zone. Ted Hill seconded the motion. None opposed. Motion carried. ~ • Planning & Zoning Public Hearing Minutes -November 17, 2005 A. Rezone - N 1 st E property -Rudd & Co. - 7:20pm Ron Reed explained that they are requesting to rezone N 1 St E from Light Industrial to Professional Office zone. They want to build on that property and relocate their Child and Family Resource business. There will be a building approximately 6,000 sq. ft. There is about 350 ft. from the South to the North and 150 ft. from the East to the West. Parking will be on the South side of the parcel. There will be a fenced area in the back with grass. There will be children up to about age 10 or 11 that will be in their facility. Mary Haley asked if they plan to have overnight care. Ron Reed replied that they would not; their office hours are from 6 AM to 6 PM. Mary Haley asked if they are looking to serve children in the Madison County and Sugar City School District. Ron Reed confirmed that they are. They had been serving the children in Jefferson County as well, but part of the problem they were running in to was that the children need to go to the closest facility. Chairman Dyer opened the public input portion. In Favor• James Johnston - a manager of Child and Family Resource. He felt the proposal will be a good addition to this section of the City. They have tried to structure the building so that it would fit in with the neighborhood; so it will blend fairly well with the community. Chairman Dyer asked if he had any material interest in the outcome of this. Randall Porter replied that he did not. Commissioners had no concerns. Randall Porter remained on the board. Mary Ann Mounts felt that anytime some one is up-zoning, it is a good thing. She thought this would be a good use. Thaine Robinson added that he felt it was an improvement to what currently exists there. Mary Ann Mounts motioned to accept the plan to rezone the property from Light Industrial to Professional Office Zone. Ted Hill seconded the motion. None opposed. Motion carried. ~~ • City Council Public Hearing Minutes -December 14, 2005 8:50 P.M. -Rezone the property at 289 North 1St East from Light Industrial (LI) to Professional Office (PO). P&Z Administrator Kurt Hibbert reviewed the request to rezone this property for development, which is in the planning stages. It will be a mini office area. It is consistent with the Comprehensive Plan. Planning and Zoning gave their recommendation. Those in favor -NONE Those neutral -NONE Those opposed -NONE Council Member Anderson was in favor of the proposal to clean up the area. She thought it would improve the property. Mayor Larsen agreed with Council Member Anderson. He asked if the rocks on the property could be used at the Tabernacle. Council Member Erickson indicated a parcel which is owned by the Rudd's is not included in the proposal. Planning and Zoning approved the rezoning from Light Industrial (LI) to Professional Office (PO). P&Z Administrator Kurt Hibbert mentioned the preschool facility on the corner of Main Street and 5th West is being moved to expand their operation. Council Member Fullmer moved that the City Council follow the Planning and Zoning recommendation to approve the rezoning of the property at 289 North 1St East from Light Industrial (LI) to Professional Office (PO). Council Member Erickson seconded the motion. All voted aye, none opposed. The motion carried.
