WEATHERSTON being first duly sworn, depose and say, that I am the printer of THE STANDARD -JOURNAL, a semi- weekly newspaper printed and published semi-weekly at Rexburg, Madison County, Idaho; and I do solemnly swear that the COMBINED NOTICE REQUEST RELEASE OF FUNDS a copy of which notice appears attached hereto, was published in the regular and entire issue of said newspaper, and not in any supplement issue thereof for ONE consecutive issues, the first publication having been made on AUGUST 26, 1997 and the last publication having been made on AUGUST 26, 1997 Further, that said newspaper is one of general circulation in said county; that it is a legal newspaper, conforming to legal specifications under the Idaho Statutes; that it has at least two hundred bona fide subscribers living within the county of publication; and that it has been continuously and uninterruptedly published in said county during a period of seventy eight consecutive weeks prior to the first publication of the said notice. Center St., P.O. Box 280, Rexburg, Idaho 83440, Phone: 359.3020. TO ALL INTERESTED AGENCIES, GROUPS. AND PERSONS: On or about September 11, 1997, the above named City will request the Depart- ment of Commerce, State of Idaho, to release Idaho Community Development Block Grant (ICDBG) funds under Title 1 of the Housing and Community Develop- ment Act of 1974 (PL 93.383) for the following project: Rexburg Infrastructure Improvements to Accommodate Wilcox Potato Plant. Purpose of the Project: to assist business expansion through the provision of publicly owned infrastructure to a new fresh -pack potato plant for Floyd Wilcox & Sons, Inc. This plant will be 72,000 square feet and will have new technical equipment installed. The public in- frastructure includes extension of water and sewer utilities to the business site, construction of a wastewater pump sta- tion, and construction of 800 feet of ac- cess road and a new railroad spur. Location of Project: City of Rexburg, Madison County, State of Idaho. Estimated Cost of Project: Infrastruc- ture — $1,150,000; Wilcox new facility — i$4,100,000. . Finding of No Significant Impact. �h has been determined that such re- quest for release of funds will not cram - stitute an action significantly affecting the quality of human environment and accor- dingly the above-named City has decided not to prepare an Environmental Impact Statement under the National En. vironmental Policy Act of 1969 (PL 91-190). The reason for the decision not to prepare an Environmental Impact State- ment is as follows: No significant adverse impact to the environment will take place because of this project. An Environmental Review Record regarding this project has been made by the City which documents the en- vironmental review of the project and more fully sets forth the reasons why such Statement is not required. This En- vironmental Review Record is on file at the previously mentioned address and is available for public examination and copy- ing on request at City Hall between the hours of 8 a.m. and 4 p.m. No further environmental review of such project is proposed to be conducted prior to the request for release of Federal fun4....... ..... miffed in accordance with the required procedure (24 CFR Part 58) and may be addressed to: Div. of Community Development, Idaho Department of Commerce, 700 West State Street, P.O. Box 83720, Boise, ID 83720.0093. Objections to the release of funds on a basis other than those previously stated will not be considered by the Department.
