We are about to come to a final report on the Envision Madison project. We had a glitch or a delay in funding distribution which extended the completion of this important project. The Envision Madison project is now reaching maturity and has become a valuable tool in the planning of the future of our area. I want to thank these contributors for their generous sup- port. BYU-Idaho is a financial contributor and former BYU-Idaho president Kim Clark served as a direc- tor on the Executive Committee. Gary Archibald served as co-chair of that committee. The State of Ida- ho Transportation Department contributed a sizable portion of the funding, as did Madison Economic Partners, Madison County, Sugar City, and the City of Rexburg. Most importantly I want to thank the members of this community who are far too numerous to mention or list here, who participated in the discussions and meetings that were held. Because of YOU we now have a document and a set of guidelines that will extend into the future. These guidelines express the view of the citizenry. YOU have helped to set the course for the future of this area. What have YOU gained? Because of you, a number of committees were formed which were inspired by the example of Envision Madison. A Rural Planning Organization (or RPO) committee came into being. This is a group made up of Madison County Road and Bridge Department, Rexburg Streets and Public Works, City of Sugar City, Idaho Transportation Department, and Brigham Young University- Idaho. This group is in the final stag- es of completing a Transportation Master Plan for transportation needs well into the future. This has al- lowed us to coordinate and plan for growth countywide. One very big bonus that comes from the crea- tion of this RPO committee will be the ability to go after State and Federal dollars that have previously been very hard to come by. The RPO committee was a direct result of the Envision Madison process. Rocky Mountain Power has created an area organization to help them plan for future needs. Prior models for growth have been updated because of the process that YOU participated in. They are much more aware of future needs and it helps them to plan effectively. Intermountain Gas has become a valuable member in planning as well. They are very interested in being participants in the future growth of our area. The Federal Aviation Administration in response to con- cerns raised by the public in the Envision Madison process has completed a study for our airport. Planes currently take-off and sometimes land over Highway 33 while a playground/park and a residential area are in the fight path. This is frightening. Any decision in regards to moving the airport is up to the people. Participants of Envision Madison recommended moving the airport to a safer place where business class aviation would feel welcome and safer. The State of Idaho requires a Comprehensive Plan to be adopted and in place as a governing document for growth, zoning etc. The law requires this. The last Comprehensive plan was contracted from an out-of state firm. It took a long time and was not very well received. It did not fit with the wishes of the people or their representatives the City Council at that time, but was finally approved with the hope of making changes that would make it more usable and in accordance with our lifestyle and vision for the future. Because of your voices, YOU the people have been heard through Envision Madison. We can put a plan into place that represents YOUR wishes. This will be done with no outside contractors. The money in- vested by the community in the Envision Madison process will have paid for the new comprehensive plan. This process has greatly diminished the cost to Rexburg and the surrounding area. More importantly the People have spoken and have been a participant in the governing process. -Richard S. (Note: You can volunteer for just one day per week! Currently we need volunteers for Tues- days and starting in September, for Mon- days and Fridays.)
