The weather is so nice. What a great start to summer. This is probably the best spring weather I have experienced. I hope we get some timely rains and no Fourth of July snow storms. The reason I can’t go fishing is that this is a busy time at the City. This coming Wednesday, May 6th, we as City Council and Mayor will take part in our annual “drive around”. City Council President Sally Smith has put together a tour that allows us to visit new developments, problem areas, proposed developments, road needs, and infrastructure needs. This is a big deal! It is when we look into the future and try to dis- cern and decide on the best possible avenue for the betterment of the future of Rexburg. It consumes a great deal of time and effort. It involves a great deal of study and collaboration with department heads and staff. Then, we begin the annual budget process with very long and intense meetings with each de- partment head. You need to know that our budget is highly scrutinized. We undergo an extensive audit each year by an independent auditing firm. We must have a balanced budget! We cannot spend more than is taken in! Every expense has to be weighed on its merit. We agonize over the budget! We all feel an im- mense responsibility to you as members of this community to spend your tax dollars wisely! We under- stand, as we are all taxpayers too. By the time this budget process is finished, the excitement of spring will be fading and the first days of fishing will kind of lose their luster. I will not be the first one to fish my favorite holes. I might make the perfect presentation with my favorite flies and those fish will think, “Ha, we’ve seen those already this year. Who is he trying to fool?” There is satisfaction and excitement for me at this time of year, however. The best part is the opportunity to work with a great staff. My hat must go off to Max Egbert whose effort with our parks has been amaz- ing. Greg McInnes, our great parks director has been out with a much needed knee surgery. He is a hard man to keep down but he doesn’t have to worry so much because Max has done an excellent job. The Evergreen Park project looks great. The fields look great. The fence and sidewalk at the Municipal Golf Course will soon be finished. The parking by Riverside Park is near completion. The slides at the Splash Park are repaired. Everything is green and lush, mowed, watered, fertilized, weeded and repairs made to sprinklers. Our parks are in great shape. Thanks to Greg, Max, and their able crew! We are starting to receive fill dirt and topsoil for the new ball complex just north and west of the Junior High. This soil is being moved in as part of a negotiated agreement with Wal-Mart. We thank them for their cooperation. This undeveloped piece of land was an old dump pit that was created after the Teton Dam flood. Houses and other structures cannot be built there but it can be utilized as a park or athletic fields. This will be a great asset for both the City and Madison School District. I want to thank Dr. Thom- as and his staff, as well as the School Board, for their cooperation in this effort. It is a much needed pro- ject. We will soon be making improvements to our Wastewater Treatment Facility. The improvements will allow the City of Rexburg to begin processing our wastewater using an anaerobic process which will great- ly increase our capacity and ability to process waste. Because of increased efficiency in the process, there will be a reduction in money spent on electricity. This process will also produce methane or natural gas which will be used to heat the plant and to sterilize and dry the bio-solids. This by-product can then be sold, thus eliminating the cost for disposal. I am excited about all or our projects. We are a great city! Thank You All! The fish can wait. -Richard S.
